Systems Director of Payroll
Job Description MAIN FUNCTION: Primarily responsible for the coordination of the timely, efficient, and accurate processing of payroll functions including associated reporting. Also, responsible for the processing and maintenance of the Arnot Ogden Medical Center Defined Benefit pension plan functions and monitoring of Defined Contribution plans. Reports to Vice President of Finance. DUTIES AND RESPONSIBILITIES: SPECIFIC JOB DUTIES & RESPONSIBILITIES: ** 1. Is responsible for implementing, maintaining and monitoring all controls and processing aspects/systems related to the preparation of Regular and Executive payrolls for all campuses (Arnot Ogden Medical Center, Ira Davenport Memorial Hospital & St. Joseph’s Hospital) which includes: a. Ensures individual employee Time & Attendance records accurately reflect hours to be paid and have been properly approved. b. Coordinates with Human Resources to ensure the employee rate of pay is accurate and appropriately authorized which includes the various ‘special pay’ options. c. Ensures appropriate distribution of pay checks to authorized individuals. d. Maintains accurate payroll records as required by various Federal, State & Local authorities. e. Files timely and accurate required reports such as 941’s, W-T (A&B), W-2, insurance reports, etc. f. Reviews various system report to assure the accuracy of the payroll such as; File Control, Payroll Totals, Payroll Register, etc. g. Administers and reviews payment for benefit programs including sick, benefit time, workers’ compensation, hospital business, etc. to ensure processing is in accordance with established policy. ** 2. Is responsible for implementing, maintaining and monitoring all controls and processing aspects/systems related to the accurate and timely processing of Arnot Ogden Medical Center Defined Benefit pension transactions which includes: a. Monthly processing of retiree pension checks. b. Funding of various plans in collaboration with the System CFO & VP of Finance in accordance with Actuarial requirements and Arnot Health cash flow requirements. c. Liaison with employees regarding questions and concerns as well as assisting in educating regarding the various options and completing necessary forms upon retirement and after retirement. d. Ensures the validity of a retiree’s claim for pension by performing periodic “Death Audits” for all Defined Benefit Pension Plans. ** 3. Coordinates Pension audits (Financial, Pension and Regulatory) regarding annual audits, pension, and special audits as well as actuaries regarding annual evaluations. 4. Assists in the monitoring and reporting of reports ‘unclaimed’ payroll checks with Accounting Department. 5. Acts as resource, in conjunction with Human Resources, for employees regarding pay issues, payroll taxation, withholdings, direct deposit, benefit programs, etc. 6. Maintains professional, technical and technological proficiency in all aspects of the job including but not limited to laws/regulations, compliance issues, computer systems, decision support an data management systems (Excel, report writing software, budget software, etc.) 7. Prepares annual departmental “Operating Budget” and “Capital Budget Requests” and manages department within the established parameters. 8. Establishes annual and long-term Goals in conjunction with Vice President of Finance and focus on achieving those goals renegotiating modification of goals as situations dictate. Keeps supervisor informed of initiatives and progress related to established goals. 9. Keeps Vice President of Finance informed of pertinent issues, problems, goals, current tasks, etc. 10. Monitors the efficiency and effectiveness of staff and systems, making or suggesting modifications to assure good performance by utilizing techniques such as “Continuous Quality Improvement”, “Process Improvement” as well as input from staff, peers and management. 11. Supports, promotes and actively participates in “Customer/Patient Satisfaction “, “Quality in Action”, and other Arnot Health and department initiatives. Communicates and educates staff and monitors active participation in these areas. 12. Is responsible for attending all annual mandatory educational programs as required by position. 13. Employee understands and demonstrates the importance of satisfying the needs of the customer/patient by interacting with him/her in a friendly and caring way, being attentive to the customer’s needs, both psychologically and physically, and by taking the initiative to maintain communication with the customer in order to provide a secure and pleasant experience with the Arnot Health. 14. EDUCATION: Associate’s Degree in Accounting or Business and/or 4 years of payroll experience. EXPERIENCE: Requires 4 years payroll experience. Experience in financial/accounting a plus. Must be a self starter and proficient in spreadsheet software. CARDIOPULMONARY RESUSCITATION (CPR) REQUIREMENTS: No CPR required. PHYSICAL DEMANDS: Light physical effort. Typical office job. Work in comfortable positions. EXPOSURE CATEGORY: Category III.
