Systems Engineer - CAD Manager

The Leidos Digital Modernization Sector is seeking a mid-to-senior level Systems Engineer - CAD Manager  to join the National Airspace System (NAS) Integration Support Contract (NISC IV) team supporting the Washington DC office.  The position will provide support to Federal Aviation Administration's (FAA) En Route (AJW-243), Configuration Management Program, Air Traffic Organization (ATO), Engineering Services, and Enterprise Facilities Team.  This group is responsible for ensuring ATO employees have the resources they need to effectively perform their work by providing the following services: equipment and property management/inventory; telecommunications; space management; contracts; travel; supply management, and ad hoc miscellaneous logistical areas in support of the ATO AJW business services function.  Attend to agency meetings and conferences for data gathering and management.  Position can operate as fully remote to FAA HQ in Washington D.C.

The Systems Engineer - CAD Manager will provide Configuration Management and administrative support to the AJW-243, En Route and Enterprise Facilities Team (E&EFT) and staff by implementing and assist in development of software deployment, documenting investigations of software application errors reported by the end-users, conducting research, classifying, and summarizing data for the preparation and submission of reports as requested.  Provide planning, scheduling, networking, and coordination assistance among regional and headquarters’ organizations, involving NAS implementation and integration efforts and related monitoring/tracking programs as needed to fulfill the client’s mission and strategic plans.

*This position will be fully remote and have up to 10% travel.

                                                                                                                                   

Primary Responsibilities:

Provides systems engineering support to AJW-243, En Route and Enterprise Facilities Team (E&EFT).

Provides support for regional personnel on facility transition matters. Conducts site surveys of facilities to determine layouts and configuration, documents, and reports survey results.

Supports development, revision, and modification to FAA policy and or guidance, such as Orders, Standards, handbooks, plans, operational requirements, and other related documents.

Supports facility design by researching drawings, specifications, and schematics; attending design reviews; maintaining a library of selected design documents; and drafting statements of work.

Supports facilities configuration management in the development and management of a Space and Building Systems Configuration Control. Assists in the review, research, and development of draft comments to AJW-243 (E&EFT) on NAS Change Proposals (NCPs).

Supports AJW-243 (E&EFT) facility space allocation planning by providing analysis in response to specific questions and conducting studies to provide a basis for facility space allocation.

Provide review comments and redlining of various drawings to document changes and/or updates to existing site conditions or required revisions.

Provide guidance and recommendations on CAD data management modern practices.

Provide technical training of AutoCAD software in virtual settings to end-users and individuals.

Analyzes data from CAD files and libraries to provide recommendations based on industry best practices for executive decisions.

Exercise and demonstrate knowledge and experience with various CAD standards.

Exercise and demonstrate knowledge and experience with CAD library management.

Designs, tests, and documents standard operation and procedure documentation for CAD end-user support.

Exercise and demonstrate daily of strong analytical and organizational skills.

Identifies relevant data, prepares reports and presents data using appropriate media.

Attends and supports team meetings and participates in teleconferences by capturing related notes, and document and track action items through to completion as requested.

Maintains a wide range of CAD-based file formats (DGN, DWG, DXF, 3D PDF, etc.).

Work to achieve key product/program objectives and deliverables.

Collaborates with Federal Government stakeholders to identify program needs; documents necessary actions, and track milestones and timelines to support overall programs.

Communicates and understands the stakeholder’s technical and mission intent.

Collaborate across technical and organizational boundaries.

Required Qualifications

Bachelor’s degree and 10+ years of prior relevant experience of prior relevant; additional experience in lieu of degree.

Must be eligible to work in the U.S. and pass FAA security screening for positions of Public Trust.

Expert knowledge in Autodesk AutoCAD and related products.

Expert knowledge in Adobe Acrobat Pro or Bluebeam Revu.

Expert knowledge of various CAD standards (NCS and AEC).

Experience reviewing project drawings for compliance with drafting standards.

Experience using Electronic Document Management System (EDMS) such as Bentley ProjectWise.

Experience developing CAD standards for an Architectural firm or a Federal Agency.

Experience providing AutoCAD & Acrobat training to users.

Experience developing CAD library templates.

Experience providing technical support related to CAD workflows.

Experience providing technical support resolving plotting, file conversion and software version issues.

Perform forensics, troubleshoot, and recover corrupted CAD files.

Generate static and dynamic CAD library blocks, in compliance with functionality and content.

Generate CAD template files in various disciplines supported by the federal agency.

Experience with Microsoft office tools (Word, Excel, PowerPoint, MS Projects & Teams).

Influence development of solutions that impact strategic project/program goals and business results.

Recommend innovative technical solutions, products, and/or standards in support of functions strategy and operations.

Document reporting requirements and processes and validates data components as required.

Provide special reports and analyses to support the business as necessary.

Conduct regular audits to ensure data integrity.

Identify issues, analyze, and perform audits on available information and recommend changes to management.

Ensure accuracy of data through partnerships with team members.

Consistent exercise of independent judgment and discretion in matters of significance.

Ability to write standard operations & procedures, contingency, and communication plans.

Must be able to effectively communicate in the written and verbal form.

Must accomplish clear and concise general and technical writing and tactfully coordinate with a variety of project stake holders, peers and management levels.

** While a clearance is not required to be considered for the position, the ability to obtain a clearance (i.e., Public Trust) is required if hired. 

Preferred Qualifications:

Experience with Autodesk AutoCAD, Bentley MicroStation, or other CAD design software.

Experience with video editing and other video development/presentation software.

Experience with various script languages (VBA, .NET, LISP, PowerShell).

Experience working with federal agencies like GSA, USACE, DoD.

Autodesk AutoCAD Professional Certification.

Pay Range:Pay Range $104,650.00 - $189,175.00
