Noblis ESI is seeking an experienced Systems Engineer SME to support an Intelligence Community (IC) program in Bethesda, MD.
Successful candidates in this position will collaborate with a diverse group of individuals across the Intelligence Community, Department of Defense, and Private Sector and will directly contribute to development and implementation of business and mission analytics efforts.
Primary Responsibilities:
Keep abreast of IC and DoD data and related strategies, business goals, objectives, and performance targets, and make recommendations to keep the Sponsor’s strategy aligned accordingly.Portfolio Management - Monitor and analyze portfolio data and present findings and recommendations to aid sponsor decision-making, to include proposed strategies and/or roadmaps; identified risks, gaps, and dependencies; alignment with the strategic framework and priorities; funding and related program issues.Strategic Planning – support the evolution of the Sponsor’s strategic direction and priorities.Performance Management – ensure the strategy is effectively and efficiently pursued, using best practices and benchmarking in business and mission analytics.Lead outreach with private sector, liaison, IC, and DoD partners on data interoperability requirements.Assist government client with programmatic goals and objectives, schedules, and reports to high-level government officials.Communicate technical topics to non-technical senior audiences. Required Qualifications Active TS/SCI with Counterintelligence (CI) Polygraph.BS/BA degree with 12 to 15 years of prior relevant experience OR Masters degree with 10 to 13 years of prior relevant experience.Draft products that reflect strong writing and grammatical skills. Working knowledge of data and AI topics. Provide audience-appropriate written and verbal communications and demonstrate strong interpersonal and customer service skills. Desired Qualifications Experience working with senior leadership within a diverse, fast-paced, multi-tasking environment and manage competing priorities. Demonstrate strong communication, analytical, and organizational skills. Produce deliverables in multiple formats as needed (e.g., Excel, Word, PowerPoint). Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
