Our facility in Oxnard, CA is seeking a Systems Engineering Manager (IPT Lead) to support one of our major programs within the Deployables Operating Unit.

Overview

The Systems Engineering Manager (IPT Lead) will be part of the Mission Enabling Products Business Unit Systems Engineering Organization and serve on the OneSat Program team.  Programmatically reporting to the OneSat Program Manager.  The Systems Engineering Manager 2 (IPT Lead) is responsible for overseeing the design, analysis, manufacturing and delivery of the Boom Assembly for the OneSat program. The successful individual will lead a cross-functional organization aligned to common program performance goals for the Boom Assembly product line and sub-assemblies to include in Boom Segments, Drive, Hinge, and Harnesses. 

The Systems Engineering Manager (IPT Lead) may also support other operating units with subsystems such as optics, thermal, structures, propulsion, power management and control, and lasers. Work is performed at all levels of total system product including concept, design, fabrication, test, installation, in-orbit deployment, and operation. The successful candidate will ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. The Systems Engineering Manager (IPT Lead) will also perform functional analysis, timeline analysis, detailed trade studies, requirements allocation, change management, and interface definition studies to translate customer requirements into hardware specifications along with reviewing and overseeing design tailoring to meet specification requirements. The successful candidate will be able to communicate the required inputs and resulting outputs along with the associated context to team members, individual contributors, program management senior leadership and the customer.

Roles & Responsibilities:

Provide technical leadership to a cross-functional Integrated Product Team (IPT) to meet program cost, schedule, and technical execution for the Boom Assembly build and delivery

Coordinate with Business Management for review of Earned Value metrics and Control Account Management

Coordinates work statements and specifications, operating budgets and financial terms/conditions of contract to meet contractual deliverables

Lead the development and execution of project budgets and schedules, including Earned Value Management System (EVMS), critical path management, and workload forecasts

Provide regular schedule execution inputs to Scheduling

Manage multidisciplinary teams in Systems Engineering, Design and Analysis during design, analysis, manufacturing, and delivery phases of products in development and production phases

Coordinate with Value Stream Leader for overall production efficiency and needs from Manufacturing Technicians

Interface with cross-functional teams to include Quality, Assembly and Test and monitor execution

Interpret statements of work assigned by program leadership

Interface with functional departments to secure team staffing

Work with Global Supply Chain for procurement status and suppliers to articulate project requirements

Assist the lead in briefing internal and customer leadership on progress of work assigned

Basic Qualifications:

Bachelor’s degree in a STEM discipline with 9 year’s related engineering experience; OR 7 year’s related experience with a Master’s degree

5+ years of Program or Project Management experience or similar (e.g. Lead IPT (Integrated Product Team), or Lead NPT (New Product Team)

Understanding of Control Account Management

Experience executing systems engineering tasks such as system requirements management, integration, test, and verification

Experience preparing and executing detailed program reviews

U.S Citizenship is required

Preferred Qualifications:

Bachelor’s degree in engineering

Experience in Earned Value Management Systems (EVMs)

Experience with deployable structures and mechanisms for moving mechanical assemblies such as solar arrays, booms, and other support structures and mechanisms for satellite subsystems

Salary Range: $156,500.00 - $234,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
