Systems Engineering Manager

Responsibilities Program Description: With a fresh, new 7-year contract, this program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an important Intelligence Community (IC) customer with a focus on critical, assured space communications and supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems engineering life cycle beginning with conops development, where we work directly with users, potentially going into harm's way, who will be dependent on these communications systems. We then capture their requirements and work closely with developers to deliver these essential capabilities. We get involved with setting up and running tests to ensure these cutting-edge capabilities will meet the stringent requirements and then we support transition to operations. Once in operations, our teams work closely with the users to make sure critical operations are successful, providing important information to support critical decisions by policy makers. The program also supports client acquisition strategy, future technology development and modernization efforts. Position Description: This frontline management position will be in addition to a technical role on the program. These specific opportunity descriptions will be provided through the screening process. As part of the management team, managers support the overall program management efforts for the contract, to help ensure peak contract performance. Managers are expected to support their employees in all areas including career development, overcoming work related challenges and identifying any support needed. Duties include the following responsibilities: Manages experienced professionals who exercise latitude and independence in their assignments. Often heads one or more sections or a small department. Determines candidates for employment/termination, conducts performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies. Plans, conducts and supervises assignments, generally involving larger and more important projects or multiple projects. Evaluates and determines changes in methods or procedures in assigned area of responsibility. Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together, so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower-level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements. Qualifications Requirements: Top Secret/SCI with Poly clearance 10 to 12 years with BS or 8 to 10 years with MS or 5 to 7 years with a PHd. Technical BS in Engineering, Computer Science or related technical degree. At least 4 years in a supervisory capacity. Demonstrated ability to work in a fast paced, dynamic, and energetic environment. Demonstrated ability to lead teams requiring collaboration, open communication, and willingness to work in a collaborative work environment. Strong oral and written communication skills. Demonstrated leadership abilities. Desired: BS in Electrical Engineering, Systems Engineering, Aerospace Engineering or Computer Science. Prior experience as a SETA with current client working systems engineering disciplines and processes. Demonstrated experience with team building, employee motivation and development.
