Starting Salary: $1,849.25 up to $ 2,884.62 Bi-weekly based on education, specific skillsets, and work experience. ( In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher).
DESCRIPTION :
The Information Technology (IT) Bureau in the Department of Juvenile Justice (DJJ) is seeking an experienced individual to assist IT project management office (PMO) in coordinating and leading project delivery in accordance with project management processes based on Project Management Body of Knowledge (PMBOK) standards and the policies and procedures of DJJ; facilitating and performing data analysis and work processes to establish business and user requirements; preparing documentation and participants for user acceptance testing (UAT) of developed software solutions including the Florida Planning, Accounting, and Ledger Management (PALM) system; leading the identification of key components of test execution including test management; and coordinating and maintaining procedures related to information technology projects and software application development.
DUTIES AND RESPONSIBILITIES :
Responsibilities, duties, and activities may include but not limited to the following:
+ Work closely with Finance & Accounting, Budget, and other business groups to develop requirements and user stories for performing UAT of the Florida PALM solution.
+ Elicit and document user requirements as needed for Juvenile Justice software applications.
+ Assist in the planning, coordination, and guidance for all phases of project management with project teams in accordance with project the management guidelines, standards, procedures, and templates, consistent with FL[DS] rules and DJJ policies and procedures.
+ Design and document technical and business solutions for user needs, utilizing a variety of business analysis modeling techniques including but not limited to flowcharting, use cases and use case diagrams, user stories, and requirements traceability matrices.
+ Create process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
+ Participate in the development and review of policies, procedures, and standards within the Bureau of Information Technology.
+ Assist in bridging the gaps between business units and IT functions to create product requirements.
+ Work in cooperation with project manager, senior business analyst, and developers to meet project goals.
+ Develop strong relationships with Business and Technical groups as well as with our end users to improve IT services, support, and customer satisfaction.
+ Gain an understanding of the organization’s business process and perform thorough determination of user needs at system and/or process level.
+ Develop use cases to explain/demonstrate business requirements/specifications to our Application Development team.
+ Flesh out details of a business solution, which requires a good understanding of how technological solutions are implemented.
+ Develop test scripts utilizing comprehensive business requirements.
+ Perform independent verification and validation (IV&V) of developed software solutions to ensure they meet business requirements.
+ Perform other project functions as may be assigned.
MINIMUM QUALIFICATIONS :
+ Excellent communication and problem-solving skills.
+ Proficient in data analysis and reporting tools.
+ Able to work independently and collaboratively in a fast-paced environment.
+ Strong organizational, analytical, and critical thinking skills
+ Experience with structured analysis techniques and in collecting, evaluating, and analyzing data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of project management practices.
+ Ability to conduct fact finding research, work independently, plan, organize and coordinate work assignments, and to establish and maintain effective working relationship with others.
+ Ability to interpret and communicate business and technical information effectively to project team and stakeholders.
+ Working experience with Microsoft Project; Proficiency in Excel, MS Word, Visio, or similar tools for creating prototypes, diagrams, flowchart, and process flows.
+ Excellent writing skills – must be able to present written technical information that is clear and understandable to technical and non-technical stakeholders.
PREFERRED QUALIFICATIONS :
+ Bachelor’s degree in information technology or related field.
+ Project Management Professional (PMP) certification.
+ 5+ years of experience in business analysis and/or project management.
+ Master of Business Administration (MBA).
+ Familiarity with Project Management Body of Knowledge (PMBOK).
+ Familiarity with International Institute of Business Analysts Body of Knowledge (BABOK).
