Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Responsibilities Position Description # D2150000 This position is located in the ARNG, DCSOG/G4, Distribution Management Division, Supply and Services Branch, Aerial Delivery Logistics Facility (ADLF). The purpose of this position is to supervise workers, either directly or through one or more subordinate leaders and/or supervisors in accomplishing the operations of a distinct organizational unit and to perform associated nonsupervisory work. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Aerial Delivery Specialist, WG-5210-10. Description of Duties: (1) Planning: Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods, and policies. Determines skills, materials, and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, and information on staffing needs, and recommendations as to the scheduling of projected work. (2) Work Direction: Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and material is available when needed. Coordinates work with other units. (3) Administration: Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on problems. Adjusts informal complaints through discussions with employees and union representatives. Takes informal corrective action on conduct or performance problems . Initiates proposals for disciplinary action where needed. Works to achieve the objectives of government-wide programs and policies, e.g., equal employment opportunity and labor management relations. Promotes the participation of subordinates in programs such as the suggestion program, cost reduction program, etc. Ensures that regulations governing safety and housekeeping are observed. Maintains production reports and records. Periodically reviews position descriptions of subordinates for currency and accuracy. Initiates the detailing of subordinates to positions other than their own. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining. (4) Performs non-supervisory work of the function as needed. (5) Implements safety regulatory requirements. Ensures that subordinates wear appropriate safety equipment and follows pertinent safety precautions. (6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization, and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. (7) Performs other duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: E-6(P) MAXIMUM MILITARY GRADE: E-7 Your rank MUST be included somewhere within your resume. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done. SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, must have 36 months experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. 92R MOS. Education There are no educational requirements for this position. Additional Information APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. DEFINITION FOR AREAS OF CONSIDERATION Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position.
