TALENT MANAGEMENT SPECIALIST
Summary About the Position: Leads talent management and candidate recruitment for the Great Lakes & Ohio River Division. Coordinates with divisions and personnel centers, advises managers on staffing needs, and addresses recruitment challenges. Develops strategies, sets goals, and guides on incentives and best practices. Sources candidates via job fairs and social media, optimizes advertising funds, and ensures efficient processes to meet organizational needs. Responsibilities Lead talent management by overseeing placement activities to ensure proper staffing for engineering, scientific, construction, and administrative roles. Coordinate recruitment efforts by collaborating with divisions and personnel centers to manage recruitment and retention strategies. Develop placement strategies by planning and setting recruitment goals to meet organizational staffing needs. Provide technical expertise by advising managers on recruitment strategies, flexibilities, and best practices. Source and recruit candidates by developing/coordinating job postings, career fairs, and social media to find and attract the right talent. Ensure efficiency by managing advertising funds and reviewing operations to improve recruitment effectiveness. Foster partnerships by building networks across divisions to improve retention and ensure consistent policy application. Specialized Experience to qualify at the GS-11 level: One year of specialized experience which includes: Using analytical methods to improve recruitment and retention; Understanding and applying human resources laws, policies, and practices; Handling recruitment and staffing processes; Providing guidance on hiring options and benefits; Using platforms like USA Staffing, USAJOBS, Indeed, and LinkedIn; and Working with schools, outreach groups, and others to plan events like job fairs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management, Talent Development, Business Administration, or Psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
