Team Leader in Bid Management

About the Bid Management department
Currently the team consists of 15 bid managers, 5 proposal managers, 10 Costing & Pricing specialist and 5 bid support employees, who together are responsible for managing and facilitating approximately 250 bids per year. The current team consists of several backgrounds and people from multiple nationalities.

The bid contents show a wide variety of complexity, from a single radar offer for ground or naval application towards a fully integrated Combat Management System with all functionality and control of the subsystems. 
Making a customer proposal is teamwork of a multi-disciplinary bid team lead by the capture leader with a bid manager, supported by proposal managers, costing & pricing specialist and additional resources from the involved Product Teams and Naval departments.

The Proposal Manager is responsible for planning, organizing and supervising proposal writing efforts to ‘win the bid’ in response to a customer solicitation for Thales systems. As a key player within the bid team he/she plays an active role in delivering the winning proposal in line with Shipley writing principles and standards within the agreed timeframe. He/she is responsible, together with the bid support employee for the entire proposal structure. He/she also checks that the content is set up with a professional look & feel, is accurate, competitive and compliant with internal review requirements and customer requirements.

The Costing and Pricing Specialist is responsible for the entire financial cycle of the bid, including the structuring the Work Breakdown Structure (WBS), implementing the costing in QDV-7 as tooling. He/she is responsible for consistency in output of QDV-7 (Estimate Pack) validated at the Estimate Review, and the Price & Cash Sheet.

About your future job
The Team Leader function is an operational management function,  leading the group of Costing & Pricing Specialists, Proposal Managers and Bid Operations with focus on people management and winning the bids.

As Team Leader you are:

responsible for the skill development of your team members,allocating employees to the requesting bids,fully involved in all the bids and organizes the Multi-Bid planning for the Naval domain,participant or chairman of the main bid peer reviews, looking for correct implementation of process and usage of tooling in the department,initiating improvement initiatives for processes optimization in order to gain higher efficiency and quality. 

Together with the department Subject Matter Expert (SME) the Team Leader is responsible for implementing tooling and processes and point of contact for the Thales Group in respect to cost estimating and processing.


Finally, the Team Leader is responsible and prime contact for the bid management group of Thales Nederland for the Association of Proposal Management Professionals (APMP) and Shipley foundation.
