Short Description:
The OHIT Technical Lead is responsible for insuring the technical deployment and on-going maintenance of computer systems, application software and related projects for State Health Alliance for Records Exchange (SHARE).

The Technical Lead/System Specialist should have a good understanding of how data moves through an information system. This position will be on the implementation team and will work with establishing the interfaces that will allow medical data to move from a client site to the Office of Health Information Technology site (in some cases the other direction).
REQUIREMENTS:
Strong understanding of networking and data communications.
Strong understanding of interfaces, IP addresses, ports and hubs is required.
Strong understanding of VPN and establishing connectivity.
Strong Customer Relations experience.
Experience dealing with Mirth Corporation a plus.
Knowledge of Healcare Codes: ICD-9 or ICD-10 ; and HL7.
RESPONSIBILITIES
-Will be the liaison for SHARE between healthcare practice or hospital and the electronic medical record vendor
-Will lead the technical requirements deployment for SHARE and the implementation at Client Sites
-Will suggest areas for improvement in internal processes along with possible solutions
-Accurately documents activities and reviews the status reports of team members, and then addresses issues as appropriate
-Manages vendor interaction and expectations regarding development efforts and communicates effectively with vendors to identify needs and evaluate alternative technical solutions
-Project Management Skills that include: Creating, revising, and executing the technical plans to meet changing needs and requirements
-Exceptional communication skills that ensures technical project manager and technical manager are well informed of status of development effort and serves as liaison between development staff and project manager.
-Experience with interface development and data mapping.
-Communicates and enforces coding standards as needed
-Manages technical resources within budget and project schedule.
-Provides direction for the development, design, and systems integration for client engagement from definition phase through implementation.
-Must be able to work flexible hours if required.
TYPICAL FUNCTIONS
Assesses or leads project team in assessment of End User requests and needs/ feasibility studies, and cost analysis for the development, maintenance, and implementation of SHARE. Meets with users and/or administrators to develop goals and objectives and recommends project priorities. Monitors target objectives, schedules, and committed costs to ensure project compliance. Provides guidance and technical assistance to project staff, such as system analysts and application programmers. Compiles periodic status reports of progress and problems with recommendation of solutions. Troubleshoots and problem solves various technical issues. Performs other duties as assigned.
