The contractor shall support this effort by aiding with the preparation of various time sensitive financial transactions and reports, responding to required data calls, and reviewing applicable regulatory requirements.

 

Essential Functions

The contractor shall prepare and record various journal entries and adjustments needed to support the submission of TIER consistent with the requirements of the DHS CRG, which includes accruals, eliminations, and other necessary financial actions.Prepare, record, interpret and report the financial transactions and events of an assigned area of responsibility (e.g., organizational entity, program, or functional area, etc.).Monitor accounting systems covering operations and expenses for such items as payroll, travel, transportation, supplies, rents, services, inventory, or commercial accounts.Resolve accounting problems such as inadequate maintenance of fund controls, inaccurate records and reports, lack of documentary evidence to support performance of reconciliations required by regulation, and improper methods of document control.Provide support in decision-making sessions and advises program managers on regulatory requirements, financial policies, the interpretation of data, and program improvements through analysis of program operations, monthly reports, and special systems edits.Perform recurring and special purpose reconciliations.Prepare financial reports, statements, and related documentation in prescribed formats to satisfy reporting requirements of Treasury, OMB, other accounting authorities, and legislation such as the Chief Financial Officers Act.Plan, coordinate, and execute special accounting reports involving the Service's fiscal operations and management, such as, accounting projects resulting from congressional inquiries, new legislation, the Presidential Protection Assistance Act or special requests from Treasury, General Accounting Office (GAO), OMB and the Service's management.Execute accounting and financial statement activity and DHS component deliverables according to DHS Financial Management Policy manual and DHS CRG.Analyze, prepare, and review detailed internal and external financial reports and statements reflecting the Service's financial position including but not limited to DHS TIERS reporting.Process, identify, analyze, and resolve DHS TIERS submissions, errors, warnings, and waivers timely and accurately.Prepare annual financial statements in accordance with generally acccepted accounting principles (GAAP), including the preparation of disclosures, footnotes, supporting schedules/analytical files, and the collection and consolidation of supplemental data to support the analysis of the Service's actual financial data relative to performance measures.Plan and organize the analysis of the Service's actual financial data relative to performance measures.Prepare the financial statement line items and ensures adequate source materials, documentation, and subsidiary information.Ensure clear audit trails from the general ledger to subsidiary records and from the accounting system to interfacing management systems.Evaluate the efficiency and effectiveness of the present system, equipment capabilities, manpower needs and organizational impact and recommends enhancements to the automated accounting system and to system generated reports.Develop and implement recommendations collaboratively with accounting, financial statements and reporting, program offices, and other divisions.Ensure compliance with all applicable laws, regulations, and standards, such as American Institute of Certified Public Accountants (AICPA), Federal Accounting Standards Advisory Board (FASAB), GAAP, OMB, GAO, etc.Monitor pertinent fiscal and accounting developments, proposed regulatory or requirement changes, and enhancements to interagency accounting systems (e.g., Government-wide Accounting (GWA), Central Accounting Reporting System (CARS), DHS TIERS, Treasury Financial Manual (TFM), G-Invoicing, etc.).

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Must be able to remain in a stationary position 75% of the time.Occasionally moves about inside the office to access file cabinets, office machinery, etc.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.Frequently moves standard office equipment up to 25 pounds.Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need.

 

Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

 

Experience

A minimum of five years’ experience with “technical accounting” in a government setting

Education

Bachelor’s in accounting highly preferredMaster’s in accounting or a related field preferredCPA or other certifications a plus
