Project Summary:
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. USAID has asked AMELA to conduct an evaluation activity on the Afghanistan Job Creation Program-Turquoise Mountain Trust (AJCP-TMT). The goal of the Activity is to create jobs and exports in direct-to-market sales of finished Afghan carpet and jewelry products and support new jobs, particularly for women.

Position Summary:
The Technical Evaluation Specialist will oversee the technical aspects of the evaluation during the design and implementation of evaluation, mainly designing the tools, data collection and review. The Specialist will work under the direction of the AMELA management team and the Team Lead. The Specialist will also assist with the desk review. The estimated level of effort for each position is up to 40 days.
Responsibilities:
Assist in the development of data collection tools. Play a large role in the desk review. Assist in any training and testing in preparation for the data collection. Play a lead role during data collection, including conducting key informant interviews and focus groups, and providing leadership to the data collection team. Oversee data analysis. Contribute to the drafting of deliverables and analytical products as required. Participate and contribute to presentations.
Qualifications:
Bachelor’s degree in a relevant field is required. Master’s degree is preferred. Minimum five years of experience in conducting evaluations and/or research in the social science field is required. Experience conducting evaluations for USAID or another donor. Experience working in Afghanistan preferred. Experience in qualitative and quantitative methods. Strong written and oral communication skills in English are required.
