\nConduent is seeking an experienced Technical Delivery Manager to lead the software development team for the Child Support Services system. The ideal candidate will have experience in managing large diverse teams, has track of reporting and collaboration with ELT and PMO in the child support domain and a strong IT background. The candidate should possess strong management, technical, communication, and resource management skills in addition to their education and experience.
\nWe need someone who can:
\n\n Manage design, planning, initiation, development, presentation, , and maintenance of all technical documentation.\n Works with the Software Development Lead and Data Conversion Manager to ensure their respective teams stay on track with the assigned tasks .\n Works closely with client Technical Manager for the duration of the complete project’s Life Cycle.\n Mange a Software Development team and provide technical leadership as needed by serving as the main point of contact of all the technical questions and resource allocations\n Coordinate all necessary modifications to teaming agreements and statements of work needed from solution vendors, subcontractors, and suppliers with contracts and legal teams.\n Serve as a main point of contact for all correspondence between SE and other areas to ensure streamlined communication across the project’s team\n\nRequired Skills:
\n\n A minimum of five years of strong experience in managing software development team on a large (minimum 3 yrs) and complex project.\n A minimum of ten years of experience working in software development on a large, complex automated systems development project similar in size and scope to the Wisconsin CSM Project.\n A minimum of ten years of experience with systems analysis and design.\n A minimum of five years of experience working directly with stakeholders to elicit and define requirements.\n A minimum of ten years developing technical design documentation from requirements.\n A minimum of five years of experience with systems development and implementation in a Service Oriented Architecture (SOA) environment.\n A minimum of two (2) years of experience managing a project that involved designing business processes and procedures and developing new systems to support the business processes.\n A minimum of two (2) years of experience managing a project that involved communication and coordination of activities with external stakeholders.\n A minimum of five (5) years of experience as an analyst for web-based applications.\n A minimum of 2 years of experience using the tools included in the proposed frameworks.\n An in-depth understanding of Child Support Program objectives and requirements, federal rules and regulations governing the Child Support Program, and systems requirements.\n An in-depth understanding of the federal Office of Child Support (OCSE) certification requirements based on the OCSE The Automated Systems for Child Support Enforcement: A Guide for States – Updated 2017 (Guide for States).\n An understanding of IRS, NIST, and SSA requirements.\n A minimum of three (3) years of experience documenting and tracking requirements through all Software Development Life Cycle (SDLC) phases using an ALM tool.\n\nRecommended Qualifications:
\n\n ADO, Microsoft products and DevOps\n Agile experience or training.\n\nPay Transparency Laws in some locations require disclosure of compensation-related information. For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation or sick time. The estimated salary range for this role is $114,730 - $149,000.
