Technical Procurement Analyst
**DESCRIPTION** **Key Responsibilities:**   + This is a Global Strategy and Sourcing Buyer role for Insulation and Chemicals commodity Purchasing + For all new part development, identify suppliers, float RFQ, compare quotes, and make sourcing recommendations according to Strategy. Present these in the Sourcing Review Board (SRB) for required approval.  + Identify potential suppliers in the supply market and incorporate them into the sourcing strategy for Insulation and Chemicals commodity + Identify Cost reduction projects to meet the Cost reduction target for commodity + Compare the costs across regions for Global suppliers and identify the Best cost country for the parts  + Knowledge of Insulation and Chemicals commodity in Alternator Industry is preferred  + For all risk suppliers, present the risk mitigation strategy in the Supply Risk Management and Governance Forum (SRMGF).  + Conduct Supplier Business Reviews for key suppliers.  + Compare costs across regions for global suppliers and identify the best cost country for the parts.  + Support in obtaining input from project leadership, suppliers, product engineers, or technology teams to ensure right inputs for new programs from Purchasing side for new parts + Assist with analyses in support of the technical product specialist working in business processes for product development activities.  + Coordinate business documents to support supplier agreements required to protect intellectual properties.  + Engage with project teams and engineering to understand needs for new suppliers and technologies and connect engineering with the appropriate sourcing team.  + For defined projects, support as the procurement team member and assist in meeting the required procurement deliverables.  + Prepare information for management and functional reviews.  + Support to establish new product program sourcing strategies for VPI, VPC, PPT projects. **RESPONSIBILITIES** **Qualifications:** + College, university, or equivalent Bachelor's degree in Engineering or other relevant disciplines is required. **Competencies:** **New Product Development Sourcing:** Leverages new product development process by executing the category team strategy when selecting suppliers to deliver the Value Package Introduction and meet timing, cost, and quality targets. **Values Differences:** Recognizes the value that different perspectives and cultures bring to an organization. **Drives Results:** Consistently achieves results, even under tough circumstances. **Manages Complexity:** Makes sense of complex, high quantity, and sometimes contradictory information to effectively solve problems. **Persuades:** Uses compelling arguments to gain the support and commitment of others. **Plans and Aligns:** Plans and prioritizes work to meet commitments aligned with organizational goals. **Situational Adaptability:** Adapts approach and demeanor in real-time to match the shifting demands of different situations. **Confidential Disclosure:** Protects Cummins confidential information by using the appropriate channel of communication and ensures that Confidential Disclosure Agreements are in place with all suppliers that Cummins interacts with to protect Cummins Confidential Information and to ensure that the suppliers' confidential information is not misused or disclosed in any manner. **Cost and Value Management:** Establishes and controls product and service costs using functional tools to deliver and track products and services at competitive prices. Ensures competitiveness of Cummins products in our markets while preserving desired margins. Utilizes Total Cost Opportunity (TCO) model methodology. **Diversity Procurement:** Evaluates, develops, establishes, and integrates global diversity requirements and compliance; creates an inclusive environment that fosters the need for diverse suppliers to ensure a global sustainable and inclusive supply base to meet Cummins and customer's requirements. **Intellectual Property Management:** Assures protection of Cummins Intellectual Property to optimize the use of intellectual property for Cummins' future competitive advantage by engaging the Legal and Procurement function; assures Cummins’ intellectual property ownership rights are clearly defined in executed agreements. **Procurement Ethics:** Avoids supplier engagement that may compromise supplier sourcing, selection, and management processes and seeks counsel to ensure compliance. **Supplier Contract Development:** Develops contracts based on the templates available that cover commercial and legal relationships between Cummins and suppliers; incorporates commercial requirements and legal requirements in the region(s) that are covered by the contracts; drives engagement between stakeholders following the Supplier Agreement Contracting Process (SACP) and negotiations excellence skills. **Problem Solving:** Solves problems and may mentor others on effective problem solving by using a systematic analysis process by leveraging industry-standard methodologies to create problem traceability and protect the customer; determines the assignable cause; implements robust, data-based solutions; identifies the systemic root causes and ensures actions to prevent problem reoccurrence are implemented. **Project Management:** Establishes and maintains the balance of scope, schedule, and resources for a temporary effort (a “project”). Ensures results/impact from temporary effort are fully realized as possible. **QUALIFICATIONS** **Experience:** 8-10 Years work experience required.
