Technical Product Manager
Maximus TCS (Technology and Consulting Services) Internal Job Profile Code: TCS172, P4, Band 7 Product Vision and Strategy: Develop and drive product vision, strategy, and roadmap for multiple products with a focus on customer and business impact, in alignment with the company’s overall strategic goals. Cross-Functional Collaboration: Collaborate with cross-functional teams of developers and engineers to deliver high-quality products that meet customer needs and drive business value, using agile methodologies. Feature Prioritization: Define and prioritize product features and user stories based on customer feedback, market analysis, and business objectives, while balancing technical feasibility, resource constraints, and time-to-market considerations. Backlog and Sprint Management: Manage product backlogs and sprint planning, ensuring that development teams are working on the highest-priority features and that product increments are delivered on time and within budget. Stakeholder Engagement: Evangelize products internally and externally, building relationships with stakeholders, customers, and partners to gather feedback and ensure alignment with their needs and expectations. Performance Monitoring: Monitor product performance and metrics, leveraging data and analytics to identify opportunities for improvement and optimize the product’s value proposition, user experience, and engagement. Technical Oversight: Understand the functionality and interoperability of various cloud components, security monitoring tools, and CI/CD automation tools. Knowledge Coordination: Coordinate with internal agencies and external communities to identify knowledge gaps, design development plans, and execute technical projects. Test Support: Support test planning, review, and execution efforts to measure and verify system performance and capabilities. Service Delivery Quality: Strategically assess the customer’s vision and needs to seek opportunities to influence and improve service delivery quality. Coordination: Coordinate activities with IT portfolio managers, policy leads, resource managers, and program managers. Documentation and Reporting: Capture, document, and present analysis process, findings, and project statuses to decision makers. Contingency Planning: Assist the PMO leadership in contingency operations planning. Cybersecurity Documentation: With engineer assistance, prepare applicable cybersecurity documentation needed to approve the new functionality for use in a production environment. Security Approval: Understand system security requirements and facilitate the security approval process. Agile Facilitation: Facilitate all agile processes for the team, including sprint planning, daily scrums, sprint review, and sprint retrospective. Government Acceptance: Facilitate Government acceptance by developing story acceptance criteria and facilitating demonstrations to ensure proper Government acceptance of finished work. Additional Duties: Perform other duties as assigned/requested by PMO leadership
Minimum Requirements: Active TS/SCI Clearance
Education & Experience: Bachelor's degree in Program/Project Management, Information Systems, Business Management, or another related field 7+ years of experience in product management and/or project management, with a focus on systems engineering and software development lifecycles. Proven experience managing cross-functional teams and working with government stakeholders.

Strong leadership and team management skills. Excellent communication and interpersonal skills. Ability to exhibit professionalism and diplomacy Proficiency in Agile methodologies and tools such as Atlassian Jira. Ability to manage multiple projects and priorities in a dynamic environment. Strong problem-solving skills and attention to detail. Experience with SharePoint for reporting metrics and statuses
Technical Skills: Understanding of the configuration and management of Security Tools such as ACAS, Splunk, Enterprise Security Suite (ESS), and other cyber tools to ensure compliance with security policies and standards. Understanding of Security Technical Implementation Guides (STIGs) and other security configurations in accordance with the Joint SAP Implementation Guide (JSIG). Experience in hosting and facilitating technical engineering discussions.

Minimum Requirements TCS172, P4, Band 7 Desired Skills & Qualifications:Project Management Certification (i.e., CAPM, PMP, CSPM) Knowledge and/or understanding of Joint Special Access Program Implementation Guide (JSIG) The ability to adapt in fast paced environments, comfort with ambiguity. Familiarity with cloud technologies, security practices, and agile methodologies.
