Position Summary:

KBR is seeking a motivated Technical Program Manager (PM) to provide support for the Command, Control, Communications and Battle Management Program Executive Office, Advanced Battle Management System Division, Aerial Networking Branch.

As a Technical Program Manager, you will be responsible for assisting the government with planning, direction, oversight, and technical administration of projects and ensure full compliance with contract requirements and technical traceability for the project lifecycle. This Technical PM will utilize ‘agile’ development techniques and tools to manage teams of varying program disciplines, independently manage Jira scrum boards, support systems development, integration, verification & validation, and the execution of rapid development into dynamic platform deliveries. This PM also participates in program reviews, supports experimentation events, and readjusts resources and schedules to accomplish programs. This individual will plan and adjust work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. You will facilitate continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrate problem resolution into ongoing work without loss of workforce efficiency. In addition, you will demonstrate expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex proposals, such as technical projects and strategic planning as a top-level contributor/specialist. 

Key Responsibilities:

Responsible for overall planning, direction, oversight, and administration of projectsEnsure full compliance with contract requirementsMaintain and manage Jira scrum boards and agile teams (scrum master, backlog grooming, sprint meetings, retrospectives, etc.)Support the systems development process and project traceability at the branch-levelProvide technical coordination across engineering and program disciplines, groupsSupport the larger branch-level PM and Program Support teamImplements and provides guidance related to processes and policies, oversees the work of staff, and recommends priorities of projects and programsDemonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top-level contributor/specialistMentors project leaders to improve processes, procedures, and standards based on programmatic needs.Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costsImplements associated risk mitigation strategies, briefs senior managementParticipates in program reviews and adjusts resources and schedules as neededPlans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantityFacilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiencyAccomplish program and mission goals by relying on extensive experience and judgmentPerform a variety of complex tasks with a wide degree of creativity and latitudeProvide consultation on complex projects and be a top-level contributor/specialistInterface with team leads and senior Government personnelInteract with team leads and SMEs to resolve project or technical issuesStrive for continuous improvement with project teamsAdapt to new requirements and challengesProvide verbal and written reporting to senior Government personnel

Qualifications:

Required:

5+ years’ relevant PM and/or test & evaluation experience in the DoDExperience with DoD program management practices, reporting, quality guidelines, and financial managementExperience with Atlassian software tools (Jira, Confluence, Bitbucket)Bachelor’s Degree in a related science, technology, engineering, & mathematics (STEM) disciplinePerform a variety of complex tasks with a wide degree of creativity and latitudeConsult on complex projects and contribute at a senior levelAbility to multi-task and prioritizeAbility to work with a team of multi-disciplined specialistsStrong interpersonal, oral, and written communications skillsAbility to produce integrated schedules across multi-disciplinary teamsAbility to work effectively at all organizational levels, including a matrixed environmentStrong business acumen; proactively identify and resolve problems efficientlyLeadership competencies including influential communications, strategic thinking, fostering innovation and collaboration, developing talent, customer focus, and catalyzing resultsProven ability to implement & lead change in a fast-paced, rapid acquisition projectDynamic system thinking and process definitionAgile project management with scrum master experienceActive DoD Top Secret Clearance
