The Microsoft Insider Risk Program is dedicated to safeguarding our people, data, and intellectual property from threats that could compromise the security and integrity of the company. Built on a foundation of innovation and collaboration, this fast-moving program works with teams across Microsoft to identify, mitigate and strategically address insider risk, ensuring Microsoft’s most valuable assets are protected from within. As part of this program, you will play a critical role in Microsoft in leading Insider Risk Management and Fusion Center operations. The ideal candidate will have a strong background in insider threat operations, risk management, counterintelligence, and leadership, with a proven track record of managing complex security programs.

**Responsibilities**
+ Lead Insider Risk Fusion Center operations in alignment with key stakeholders. Evolve, lead, and coordinate comprehensive insider risk management strategy that aligns with Microsoft's overall security objectives.
+ Foster partnership between multiple disciplines, including Insider Threat Operations, Microsoft Counterintelligence Program, Tip of the Spear, Cyber Defense Ops, HR, CELA, and Privacy teams. Manage centralized coordination of Fusion Center and V-Team governance structure, RACI, rhythm of business, and management of governance artifacts to ensure clear ownership and accountability for Fusion Center and V-Team roles. Proactively coordinate, develop, and deliver leadership reporting in assigned area of responsibility. Guide and coach project teams to define success criteria, driving collaboration and ensuring alignment on outcomes, objectives, and roadmap.
+ Oversee broad insider risk projects and risk management activities, including proactive risk/threat strategy, insider risk burndown work, and related collaborative project efforts. Guide project teams to identify risks and propose data-based mitigations. Ensure a comprehensive list of critical assets and services are maintained, with insider risk ownership aligned to respective deputy CISOs. Ensure regular insider risk assessments for critical assets and services.
+ Coordinate and track Fusion Center awareness/actions for emergent incidents or alerts with potential insider threat impact. Collaborate with relevant owners to ensure comprehensive and effective response and follow-up activities. Training and Awareness: Ensure appropriate programs and/or standards are in place to raise awareness of insider risks and promote a culture of security within the organization.
+ Develop and maintain metrics to measure the effectiveness of Fusion Center activities. Provide regular updates to senior leadership on program status and key metrics in areas of responsibility. Establish and manage Objectives and Key Results for areas of responsibility.

**Qualifications**
**Required Qualifications:**
+ Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development
+ OR equivalent experience.
+ 3+ years of experience managing cross-functional and/or cross-team projects.
+ 6+ years of experience in insider threat, insider risk, or equivalent field.
+ At least 3 years in a leadership role.
+ Extensive experience with insider risk management, threat detection, and incident response.
**Other Qualifications:**
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.
**Citizenship & Citizenship Verification:** This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance
**Preferred Qualifications:**
+ Bachelor's Degree AND 10+ years experience in engineering, product/technical program management, data analysis, OR equivalent experience.
+ 4+ years people management experience.
+ 8+ years of experience managing cross-functional and/or cross-team projects.
+ Experience working with HR, legal, and compliance teams to ensure alignment with company policies and regulations.
+ Excellent communication and interpersonal skills, with the ability to influence and build relationships with stakeholders at all levels.
+ Relevant certifications such as CISSP, CISM, or CISA and/or PMP are highly desirable.
Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $137,600 - $267,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $180,400 - $294,000 per year.
