World Vision International – Lao PDR country strategy FY 22-26 focuses on the three key programming priorities for child well-being namely; CWBO2 - Increase in children who have positive and peaceful relationships in their families and communities; CWBO5 - Increase in children who are well-nourished (ages 0-5); and CWBO7 - Increase in primary school children who can read.
Technical Programs (TPs) are national level programs implemented by World Vision in multiple geographic locations within a country. TPs are comprised of evidence-based practices and models previously identified, defined, prioritised through a strategic process, and documented. TPs are designed to ensure NO strategic objectives are achieved, which includes the highest impact for the well-being of children, in accordance with relevant technical project models and integration of relevant supporting approaches.
The Technical Program Coordinator, Education and ECD, ensures WVI-L’s programmatic goal and outcomes to bring change in the lives of children in Laos, particularly to increase the number of children who are well educated. This role has a strong focus on strengthening WVL’s evidence-based education programming and ensuring that education and early child development (ECD) interventions are in line with WV partnership and humanitarian industry global standards. This role has to provide technical support and implement Unlock Literacy (UL), Learning roots (RL) and WASH in School including training the Govt staff, CDF, teachers and trainers on implementing TP (Project Models activities. They will ensure that the frontline workers are fully trained to deliver the outputs, closely monitor the activities to ensure its quality and effectiveness at community level, and network with the respective departments at the District level. Also incorporated are components of local level advocacy, disaster risk reduction, economic resilience, gender and disability inclusion, community campaigns, community voice and action, positive and nurturing families and Community Change. Managing and building strategic and influential external relationships with significant implementing partners is a critical aspect of the role. The Technical Project Coordinator will ensure the targets are achieved with quality of implementation is ensured with the given technical standards
The Technical Project Coordinator may be responsible for the implementation of technical intervention in more than one district/ programme, implementing education & ECD programming (e.g. literacy, early childhood education, teacher training, etc.).
Major Responsibilities
Education and ECD Learning and Innovation
Accountable and responsible for implementation of Education programming, especially Unlock Literacy, Learning Roots and WASH in School, in alignment with WV National Strategy and global directives, ensuring quality of Education TP implementation and strong evidence-based approach to programming resulting in improved child well-being outcomes. Support in design and development of appropriate Technical Program (TP) resources for quality implementation, including quality assurance framework and measurement tools for implementation. Responsible for ensuring quality and integrity of TP adaptation during roll-out, adjusting TP design through analysis of results and learning. Build evidence on the validity of the Pathway of Change and program design. Support/lead the design, development and initial testing of innovations based on program learning. Lead the implementation of education and ECD interventions at AP level.
Technical Implementation & Capacity Building
Lead UL, LR & WASH in School technical project implementation in designated APs, as per the technical project log-frame within the agreed design, budget and timeframe. Work with TPM and CDF to identify and mitigate risks/issues to ensure quality implementation of technical project models Lead Unlock Literacy, Learning Roots and WASH in School technical project implementation to strengthen the role and power of our Theories/Pathways of Change to enable better validation and insight into the change process WVIL is contributing to. Responsible for development of technical capacity for teacher, community volunteers, centre coordinators and CDF in order to implement TPs against program standards. Specifically support CDF to be equipped with up to date and relevant technical approaches and data for engagement with government at local level and support to TPMs to engage at the province level. Build and maintain relationships with community & Government stakeholders and facilitate community groups and meetings along with CDF.
Facilitate the engagement of children, support child-focused programming, build collaborations for child well-being
Monitoring and Evaluation
Coordinate with TPM to ensure annual planning, budgeting, and Monitoring systems of AP TP and Grant. Develop M&E plan and maintain ITT and monitoring tools as required under TP M&E and grant framework. Carry out data quality assessments for MEAL data based on agreed indicators to guide decision making Provide alert to the respective program team (PQD, TPM, CDF) on corrective actions required to avoid unalignment to TP design or any delays in implementation, including flagging operational issues and risks requiring timely actions Ensure that cross cutting issues such as child participation, gender, and disability are effectively addressed/ mainstreamed in TP and grant implementations Lead in conducting internal & external monitoring and evaluation reports on a timely basis (annual reviews and other reports)
External Engagement and Representation; Resource Acquisition
Leads proactive engagement of external stakeholders including peer agencies and pre-positioning for partnerships to deepen programmatic and operational collaboration for child well-being. Responsible for interpreting and applying national trends and learning to APs Represent WVIL within technical, coordination, and advocacy groups/consortia on issues related to education and ECD at district level. Represent WVIL in education and ECD working Groups or meetings at the district level Support in technical input to proposals from the respective AP locations.
Sector Advocacy and cross cutting
Working with technical specialists, managers and coordinators ensuring continual evidence base and review of integrated outcome activities and learning. Share the progress and build technical positioning of the Organisation at the district level. Ensure all the programs have clear understanding on how the technical interventions are contributing to the NSEDP, country strategy and SDGs.
