TECHNICAL SPECIALIST
Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will serve as a technical expert on installation policies, processes, and standards to execute MILCON C4I installations annually at shore commands. You will be responsible for managing and sustaining a high-performing team through leading by example, developing, executing a mission aligned vision for the organization. You will be responsible for establishing and refining system integration and installation policy and processes, coordinating planning, design, and execution efforts. You will coordinate the preparation and maintenance of installation policies, processes, procedures, and standards to ensure compliance and alignment with higher level DoD and Navy requirements. You will conduct program reviews, develop fiscal year spend plans, set budget requirements, develop resource loaded work breakdown structures, build program schedules, perform contract planning, and assist in resolution of complex technical issues. You will give presentations or briefings on all aspects of MILCON projects to include program progress, new or changed requirements, and program scheduling recommendations. You will advise program offices of required actions and options (if applicable) to obtain installation, fielding approval or MILCON Beneficial Occupancy Dates (BOD). You will maintain a current archive and knowledge of all MILCON and Installation policy and procedures along with summaries, briefs, metrics, and trend information for all associated processes and methods. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing installation policies, managing and sustaining high-performing teams to execute a mission aligned vision, refining system integration, and conducting reviews of fiscal year spend plans, setting budgets, and developing workload breakdowns. DP-04, TIER-3 SAN DIEGO, CA SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position, which is $142,254- $170,704 (Base $106,382 - $127,658 plus 33.72% locality adjustment). DP-04, TIER 3 IS CAPPED AT A GS-14, STEP 7. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
