Title:
Technical Subject Matter Expert (SME)/Configuration ManagerKBR is seeking a Technical Subject Matter Expert (SME)/Configuration Manager to join our team. This position supports the NAVAIR PMA-231 E-2D Advanced Hawkeye (AHE) Command and Control platform office in the effort of a secure ICD-705 compliant deployable test, data reduction, and debrief facility (DDF) and will be based out of Patuxent River, MD. The DDF box will be purpose built and configured to meet the requirements identified by the Delta System Software Configuration version 5 (DSSC-5) Integrated Product Team (IPT) for test support of DSSC-5 fielding. The successful candidate will participate in meetings and collect, complete, organize, and interpret technical data.
RESPONSIBILITIES:
Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems which require high level knowledge of the subject matter for effective implementation. Applies principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements. Provides advice on esoteric problems which require extensive knowledge of the subject matter. Designs and prepares technical reports, studies, and related documentation, makes charts and graphs to record results, prepares and delivers presentations, training, and briefings as required by the task order. Supports configuration management planning. Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Supports configuration planning. Identifies and maintains the original configuration of requirements documentation, design documentation, software, and related documentation. Responsible for configuration change control. Supports the change process so that only approved and validated changes are incorporated into product documents and related software. Responsible for configuration status accounting. Tracks all problems and changes in product documents and software and reports changes and current configuration. Responsible for configuration audits. Supports audits to verify that requirements of all baselines have been met.
Take charge of delivery aspects (including site visits with vendor) – be responsible for the initial operation of the DDF upon deliveryWork with government IA/CTTA and others as required to ensure accreditation of the DDF Track software/hardware being installed into the DDFResponsible for gear placement to include, but not limited to: Installation of CMN4 (MIDS -aka Link-16 - box) with TTNT, U/VHF radio(s), E2 In A Box (E2DIAB), RF antenna mounting and certs/authorizations working with CTTA. Involves understanding nuances of bringing RF into and sending it out of the facility. Understand basics of power distribution, utilization, and management.Candidate will need a good understanding of Link-16 and Link Host Simulator as this will be part of the growth aspect of the DDFIn addition, the candidate must exhibit well-developed verbal and written communication skills; interpersonal skills; analytical skills; attention to detail; organizational skills; ability to assess, apply, and recommend improvements to established business processes; and can balance priorities to work effectively in the fast-paced program office environment. The selected candidate must be highly proficient Microsoft Office (Word; Excel; PowerPoint; Project & Outlook). Must be a self-starter and be able to co-lead meetings and capture actions items and meeting minutes.BASIC QUALIFICATIONS:
Education + Years of Experience: BS/BA degree and 5+ years of experience performing duties described in the job description. For those with an AA degree, 14 years of experience is required. 18 years of experience is required for those with a High School Diploma.
Clearance and Citizenship: Must be a US Citizen. A current Top Secret Clearance is required.
Certifications: Already have or the ability to obtain Crypto and CMS (COMSEC) qualification

Experience with testing and/or operating RF equipment is desired/preferredExperience in communications, tactical data links, and network datalinks is desired/preferredCompensation: $87,000-131,000.The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity.
