Summary This is a competitive career development detail not to exceed 120 days. More than one selectees can be made.The detailee will be selected to serve for a 120-day period and may rotate in increments of 120 days if multiple selections are made. The detail is tentatively scheduled to begin in Oct 2024. This is not a bargaining unit position. These detail hours are not considered production related for production award purposes. Responsibilities The detailee(s) selected for this detail will be assigned to the Analytics and Information Technology Branch with the Board Operations Division of the Trademark Trial and Appeal Board (TTAB). The branch is responsible for providing quality review reports and statistics, developing and managing process improvement efforts, including strategic planning and automation solutions. The detailee will be responsible for, but not limited to, the following: Duties Communicate and collaborate with subject-matter experts to bridge gaps when communicating complex and technical information to a variety of audiences Ensures specialized topics are, understood and translated into easy-to-understand user interface text, presentations, online help, guides, operations related instructions, standards, and various other highly technical information Interpret and convert a variety of guidance or procedural materials provided in writing, orally, by diagram, or in checklist formats into high-quality written products that are appropriate for its intended audience Determine the clearest and most logical approach to present information for greatest reader comprehension Evaluate and refine processes and procedures for how knowledge is stored and shared within TTAB to ensure organizational processes and procedures are captured Review, develop, and update a variety of operations related technical documents; to include staff/position manuals, Standard Operating Procedures, and work instructions Proofread and edit content developed by others adhering to USPTO's writing style guide, Plain Writing Act of 2010 and related executive actions and guidelines issued by the White House and Office of Management and Budget Conduct research to fill in knowledge gaps, clarify ambiguities, and fact-check information Actively listen and assess customer needs to design new deliverables and ensure the content resonates with the customer Other duties as assigned This is a competitive career detail for 120 days. The detailee will be selected to serve for a 120-day period and may rotate in increments of 120 days if multiple selections are made. This detail is expected to begin in Oct 2024. Priority for selection will be given to those qualified candidates who have not had a career development detail or those with the least amount of service within the last four (4) years. Except where supported and agreed upon, an employee shall not serve a second time in the same area. The detail is open to all eligible GS-12 and GS-13 non-probationary USPTO employee(s). This detail is only open to employees outside of 1220, 1223, 1224 and 1226 job series. When applying to this detail, please apply to your current grade level only. You will be selected at the grade of your position of record. Higher level pay for this detail assignment is not authorized. Detailee must be willing to work a full-time schedule while on detail. Remote authorized. Relocation expenses or temporary duty expenses (TDY) are not authorized and will not be paid. This is a non-bargaining unit position. These detail hours are not considered production related for production award purposes. Requirements Conditions of Employment Qualifications As indicated above, this detail is open to all current non-probationary GS-12 and GS-13 USPTO employees with at least a Fully Successful rating of record. To be eligible for this position, you must possess: Experience in technical writing documentation and/or Standard Operating Procedures or other guidance materials. Excellent writing and editing skills with attention to detail. Preferred experience in explaining, in simple language, legal and technical ideas that are difficult for the average reader to understand.
