The Integrated Personnel and Pay System–Army (IPPS-A) is the Army project office for overseeing acquisition programs for the department’s human capital solutions. IPPS-A is chartered to modernize and integrate more than 30 current Army Human Resource systems for readiness, talent management, personnel management, and pay activities that support 1.1 million soldiers. The team from Chenega Cyberstar is responsible for providing program management support services across the IPPS-A program. The **Technology/Requirements Analyst, Senior** supports the IPPS-A Program Management Office (PMO) by providing technical leadership in performing studies and analyses and applying Agile concepts, processes, and tools to help the government plan and define capabilities needed to better support mission operations (e.g., automation, situational awareness, etc.) **Responsibilities** + Facilitate technical planning and associated activities to achieve capability objectives. + Ensure alignment of technical planning with DoD and DA strategies and initiatives. + Participate in analyses to determine the feasibility of achieving requirements given the limitations and constraints of the target IT solution. + Participate in trade-off analyses as needed; provide technical inputs into future capabilities planning regarding technical considerations, constraints, dependencies, and impacts to target timelines. + Review acquisition policies from a technical perspective and inform on IT impacts. + Assist product teams in planning and executing agile development and reporting, including developing dashboards, and reporting metrics, utilizing the development tools (e.g., Jira) to the maximum extent possible. + Perform requirements analysis and decomposition and business process reengineering (BPR) activities in collaboration with end users, stakeholders, and engineering representatives to achieve a shared understanding of the objectives and end state to ensure implementation/solution conforms to the requirements. + Analyze user needs, concepts of operations, and high-level systems architecture to develop system requirements; implement the Department of Defense (DoD) requirements processes through the appropriate application of laws, policies, directives, and guidance. + Prepare recommendations with sufficient rationale to advise leadership decisions that enable program success; understand requirements governance, definition, traceability (end-to-end process), validation, and prioritization. + Develop requirements and business process documentation. + Contribute to resolving conflicting requirements; assist in defining performance requirements related to business process implementation and system performance. + Identify risks, issues, opportunities, assumptions, mitigations, and dependencies; ensure alignment of requirements and BPR activities with the overall program schedule, milestones, and required documentation. + Other duties as assigned. **Qualifications** + MA/MS degree in engineering/technology discipline or BS with equivalent years of experience. + 10+ years of relevant work experience. + 5+ years of experience working in an agile software development environment. + Must be SAFe certified (SAFe Agilist (SA) or SAFe Program Consultant (SPC) is desired) or agree to complete training and obtain certification within 30 days of hire. + Secret clearance required. **Knowledge, Skills, and Abilities** + Must have working knowledge of Oracle’s Peoplesoft Human Capital Management applications and if required, agree to complete training, and obtain certification within 60 days of hire. + Shall have proven interpersonal skills and a collaborative management style. + Excellent communication skills both verbal and written. + Experience as a certified scrum master, certified product owner, release train engineer, or Agile coach (desired). + Strong organizational, and time-management skills, able to convey information across multiple customers and corporate audiences. + Ability to facilitate larger sessions or events for product planning, etc. + Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), and Microsoft Products (SharePoint, Visio, and Project). **How** **you’ll** **grow** At Chenega MIOS, our professional development plan focuses on helping our team members at every level of their careers to identify and use their strengths to do their best work every day.
