This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The CDEC Technology team resides within the Division of Business Operations, Innovation, Technology, & Security (BITS). The Technology team is focused on managing CDEC’s enterprise applications & systems. This is achieved through a balance of application management, operational support, and continuous enhancement. Technology supports the CDEC mission through the management of the primary mediums of CDEC’s service delivery. These are critical applications that ultimately allow CDEC to execute its goals, outcomes, & objectives. While the individual goals are often driven by individual programs, this team holds the significant responsibility of understanding how each part of the CDEC enterprise infrastructure fits in, impacts, and influences the entire technological ecosystem. All decisions, actions, and solutions executed by the Technology team shall be sustainable, interoperable, & secure. Technology’s primary customer & end user is the recipient of the service being delivered through the enterprise solution. Their primary partners are Product, Program Delivery, & Office of Information Technology (OIT). The inseparable relationship between the Technology & Product teams shall be viewed as 2 sides of the same coin. Both of these teams are primarily focused on the end user - Technology is focused on achieving the desired outcome for the end user and Product is focused on achieving the best possible experience for the end user.

This position is tasked with maximizing the service delivery of our 21 technology systems. Our Technology Service team owns a critical forward-facing role with our end users, representing the pivot point between our service delivery mediums and those that receive the services. At all times, the position shall be focused tirelessly and endlessly on the needs and service experience of the identified end user for each output. This position is expected to unify, align, and maximize the service delivery to CDEC’s end users through leading the Technology Service team, which includes Service Coordinators and Help Desk Support, in ticketing, triaging, troubleshooting of all issues raised by end users throughout the technology systems; focusing on how to minimize issues and problems discovered either by customers or internal users; informs system upgrades and maintenance; consults with team members, vendors, and internal and external stakeholders, formulates decisions and executes solutions. The position is expected to utilize an Agile, iterative approach to all technology service duties across the BITS technology infrastructure. CDEC, along with its infrastructure of applications and systems, is an expansive, dynamic agency with thousands of stakeholders. To be successful, this role must have a communicative and collaborative approach to CDEC Technology that is encompassing all these inputs. While we strive to be inclusive of all stakeholders, a principle of the BITS team is that the families, children, and early childhood professionals that we serve have been, are currently, and will continue to be the primus inter pares of all stakeholders. In addition, this role will establish, teach, model, maintain, and iterate a CDEC Service Delivery Vision that will ultimately be championed and carried out by the entire Technology Service team. This role will advise the BITS Director on key strategic decisions relating to the future state of all CDEC technology systems. The position formally supervises 3.0 FTE professional level positions.
What you’ll be doing:
+ This position provides leadership and makes decisions related to the service delivery of the 21 technology systems directly controlled by the BITS Technology Division.
+ This position designs and implements strategy, systems, processes, guidelines, rules, and standards for future adoption and execution.
+ This position develops and implements statewide policies, procedures, and operating guidelines governing technology service delivery to empower the Department’s mission and to ensure compliance with state statutes, rules, policies, and procedures
+ This role shares responsibility with the Technology Operations Manager for the intake of all enhancements, projects, and technical debt management requests.
+ This position will serve on the CDEC Intake Review Board - an internal governing body to provide oversight and ensure CDEC projects and initiatives are aligned with CDEC Technology ( BITS, Product, & OIT ) strategy, operations, and capabilities
+ This position shall establish, maintain, and work to resolve the CDEC technology service backlog
+ Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
+ Establish work schedules, review and approve work time and absences.
+ Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.
+ Recommend promotions and changes in pay, submit personnel or position actions.
+ Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
+ Identify training and developmental needs, and provide training as needed.
+ Provide feedback and coaching, write performance plans, and sign performance evaluations.
+ Establish operational objectives that include quantitative, qualitative, and milestone data and information to monitor technology applications success in meeting Department goals and customer satisfaction.
+ Monitor and assess technology application performance and recommend policies, procedures, and actions to ensure Department goals are achieved.
+ Curates updates, action items, and matters for escalation to bring up through steering committees and CDEC Leadership on the status of technology service and projects.
+ Perform other duties as assigned

Minimum Qualifications:
Option I: Experience
Eight (8) years of experience in technology, software or operations that includes progressive and increasing responsibilities, which must have included at least 2 years of experience in technology services, help desk or other support role serving a variety of end-users in a ticketing service platform.
Option II: Combination of Education and Experience
Bachelor’s Degree from an accredited institution in Business, Software, or Technology, or a field of study related to the work assignment
AND
Four years of professional experience in technology, software or operations that includes progressive and increasing responsibilities, which must have included at least 2 years of experience in technology services, help desk or other support role serving a variety of end-users in a ticketing service platform.
