Telecom Site Acquisition Specialist - Regulatory

These services include site acquisition, design, and construction, to full operations, maintenance, and deconstruction. As a key member of the project team, the Site Acquisition Specialist - Regulatory will be responsible for regulatory, permitting, site acquisition, and overall project coordination. You will be creating, and reviewing, regulatory compliance, permitting, and site acquisition documentation associated with wireless telecommunications sites. This function includes tracking sites through the regulatory review process, permitting process, site acquisition process and validating project documents to ensure quality control and adherence to the required standards. You will also ensure compliance with the Nationwide Programmatic Agreement (NPA) as applied to new and existing telecommunications facilities. The documents to be reviewed include but are not limited to NEPA reports, SHPO/THPO reports, FCC/FAA regulations, and construction drawings of proposed and existing telecommunications facilities in accordance with FCC rules for nationwide carriers. This position requires extensive database management and the ability to communicate job statuses with non-regulatory personnel including clients, department managers and vendors. Responsibilities to include: • Prepare and assist with regulatory filings. • Monitor regulatory status throughout the review process for new and existing sites. • Order construction and environmental documents including but not limited to construction drawings, survey, Geotech, NEPA, Phase 1 ESA and SHPO with the ability to understand and redline construction documents. • Coordinate with landowner and client during the lease negotiation process to obtain fully executed lease or option agreement. • Take site through permitting and zoning entitlements for the site to be moved forward to construction. • Prepare entitlement applications and submit to jurisdictions as required by local regulations/ordinances. • Manage electronic project files , pull files and upload documents in databases. • Create & frequently update spreadsheets in Excel and client databases. • Assist in preparation and monitoring of individual site budgets and schedules. • Demonstrate professionalism and communicate effectively while attending project, entitlement and deployment meetings as directed by Project Manager. • Coordinate with other managers, consultants and contractors on project to ensure quality performance. • Work closely & professionally with clients, department managers, project managers & vendors. • Perform other administrative tasks not already described that may be required. Salary offer is geographic dependent with a range from $65-75k. • Five or more years of relevant work experience; 3 years’ regulatory compliance, leasing, and entitlements experience required. • Experience with new site builds, modification sites, small cells, and DAS required. • Regulatory compliance experience with NEPA, SHPO, FCC, and FAA preferred. • Excellent communication skills and ability to focus on the details while working alongside multifunctional project teams. • Experience with Microsoft Office Suite with advanced focus on Excel. • Bachelor’s Degree preferred • Valid Driver’s License • Ability for any US employer without current/future sponsorship. Essential Functions: Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting to 20 pounds. Hand manipulation is required for grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Need to reach and/or work above the shoulder, as well as below the shoulder for same.
