Telecommunications Manager
Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology, Field Support Directorate, West Region, located in Yuma, AZ. Responsibilities Joining Customs & Border Protection will allow you to use your expertise in telecommunication principles, concepts and methods to support telecommunication systems and services. This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10). In this Telecommunications Manager position, you will become a key team member of Homeland Security professionals providing support and guidance on telecommunications systems and services. Typical work assignments include: Developing, monitoring, maintaining, coordinating, and conducting a variety of technical evaluations on a wide-range of voice communications systems, data communications systems, video surveillance, intrusion detection systems, networks and facilities Carrying out all phases of installation, configuration, troubleshooting, repair, maintenance, and operational testing of telecommunications systems Conducting feasibility studies of new and advanced equipment and techniques for application to specific law enforcement functions. Qualifications Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. Undergraduate and Graduate Education: Major study - electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Along with the basic requirement listed above you must possess at least one (1) year of specialized experience described below to qualify for this position. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Installing, troubleshooting, repairing, redesigning, maintaining, and operational testing of telecommunications systems Conducting studies and evaluations of new and advanced equipment or techniques Maintaining encryption and serving as key management controller for over the air re-keying Performing assessments of communications sites, tower wind loading, radio frequency propagation, and integration analysis NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Additional Information Telework Eligible: No - exemptions related to telework may be available in very limited cases. Motor Vehicle Operation: You must possess a valid state driver's license at the time of appointment. Commercial License: You may be required to maintain a valid commercial driver's license (CDL). Overtime: This position may require uncontrollable, unscheduled overtime in excess of the 40-hour work week. On Call: This position may require the incumbent to be on call 24 hours per day, seven days per week. Physical Demands: You may be required to climb tall ladders, towers, and other structures. You may be required to perform lifting and/or moving of equipment in excess of 50 pounds. The work may be performed in an electronics shop, remote sites (which may require alternative modes of transportation), and/or in outlying and remote stations. You must work under conditions of extreme stress and tension as a result of the need to maintain equipment in optimum working conditions. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT three (3) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
