TELECOMMUNICATIONS SPECIALIST

The primary purpose of this position is: To provide technical advice; relate user requirements to existing technology; serve as an implementation program specialist and monitor installation telecommunications programs and/or systems; and serve as a manager/monitor for installation telecommunications systems plans, programs, and policies for the organization. Responsibilities Directly responsible for all matters pertaining to Land Mobile Radio (LMR) Network Management and Frequency Management. Provides technical assistance to customer's utilizing the base electronic Communications Requirements Document (e-CRD) process. Directly responsible for all matters pertaining to Giant Voice Management and system maintenance. Provides technical assistance to customers requesting land mobile radio communications. Responsible for maintaining the base frequency management records for Joint Base San Antonio and remote operations. Prepares budget, technical reports, staff studies, and briefings. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Specialized experience includes applying wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities, applying operational and performance characteristics of telecommunications to define, coordinate, plan, and satisfy user requirements for telecommunications equipment, systems, or services, and to review, develop, or interpret communications policies and procedures. OR EDUCATION: Successful completion of a Ph.D. degree or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Giant Voice operations, maintenance and programming experience, frequency and spectrum management standards principles, land mobile radio management principles, voice operations/transmission systems, practices, methodology, and concepts, both governmental and industrial, as well as portable public address systems. 2. Knowledge of LMR equipment assets, radio network control, and technical solutions for command and control, base security, law enforcement, civil engineering, and Communications Focal Point. 3. Knowledge of Giant Voice Installation Warning System, base LMR voice operations and transmission systems for base architecture. 4. Knowledge of the latest developments in Transmission Systems/Land Mobile Radio and Spectrum Management and Voice Operations, to provide technical advice to functional users on the availability and application of equipment and services. 5. Knowledge of the electronic Communications Requirements Document process and completing Technical Solutions and Costing for Transmission Systems requirements. 6. Ability to communicate effectively both orally and in writing. 7. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking). 8. Knowledge of and skill in applying budget applications for system compatibility and procurement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
