TELECOMMUNICATIONS SPECIALIST
Summary You will serve as a Telecommunications Specialist in the Executive Support Staff (Code 1100), Security Office (Code 1120), Technical Division Code (1125) of NORFOLK NAVAL SHIPYARD. Responsibilities You will provide telecommunications program oversight as it relates to specific elements of electronics and communications systems to a general set of requirements. You will coordinate requests and requirements for specialized communication systems, radios, access control systems, and intrusion detection systems. You will serve as the technical expert on committees and working groups to help identify and resolve applicable electronic and communications issues. You will plan and implement electronic and communications installation involving a variety of available equipment, services, security methods and operating techniques. You will control and coordinate segments of the electromagnetic frequency spectrum allocated to the Shipyard for long-term and short-term use. You will provide installation and tenant activities with applicable radio frequency assignment authorization information. You will assist users in understanding the technical parameters of their assigned frequencies. You will resolve interference problems at the local level and reports problems to the appropriate higher level frequency management office. You will install, groom, and maintains back-up power to support operations in the event of loss of primary power. You will ensure that communication systems support current modes of communication with necessary agencies in the area. You will evaluate existing shipyard radio assets to assist shops/codes with requirements to maintain/repair broken equipment. You will maintain, repair, service and update computers required for frequency management and radio programming (Level-1) and for customer radio support to order, repair and upgrade equipment (Level-2). You will configure and install manufacturer's software to support radio programming due to various manufacture/operating systems. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in specific elements of electronic and communications systems such as circuits, automated switches, and equipment control systems to a general set of requirements to accomplish the work assigned; Experience evaluating the inter-relationships between existing electronic and communication equipment, circuits, and automated switches etc. with the inter­connectability and inter-operability of new equipment, switches, circuits and software that may differ in kind from those presently in use; Experience developing solutions to electronic and communication problems, and in developing alternatives or options to meet requirements under various physical and environmental circumstances; Experience planning and implementing electronic and communications installation involving a variety of available equipment, services, security methods and operating techniques; Experience identifying and directing, or coordinating the actions required to provide needed services; Experience with DoD and other federal communication circuits available to effect communication restoration and preclude unnecessary delays in rendering support to Federal emergency management agencies; Experience interpreting agency policies and sources of technical data necessary to evaluate alternative approaches to satisfy communication requirements. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in a broad range of telecommunication operating techniques, digital and analog communication to include video, and procedures used by federal and industry organizations; Experience interpreting agency policies and sources of technical data necessary to evaluate alternative approaches to satisfy communication requirements; Experience researching and analyzing various electronic and communications problems, or conditions associated with projects or studies to evaluate the effectiveness of existing voice, data and or video systems; Experience with DoD and other federal communication circuits available to effect communication restoration and preclude unnecessary delays in rendering support to Federal emergency management agencies; Experience understanding, evaluating, and translating the needs of communications users into requirements; Experience identifying and directing, or coordinating the actions required to provide needed services; Experience utilizing telecommunication devices, methods, services and facilities, to review, analyze and resolve difficult and complex telecommunication problems.
