Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Telecommunications Specialist (Title 32) (Permanent), Position Description Number D0906000 and is part of the VA G6, National Guard. Responsibilities As a Telecommunications Specialist, GS-0391-09, you will perform the below duties: Manages the Army Information Systems Security (Telecommunications) (COMSEC) program. Within the COMSEC account environment, for maintains all aspects of account management. Responsible for the physical protection and accountability of all COMSEC material and equipment. Maintains and implements emergency operation plans to protect all COMSEC material and equipment during floods, fire, tornadoes, etc. Performs property accountability and controlling authority duties for COMSEC sub accounts. This includes the issuing, auditing, assessing, inspecting, and surveying of all sub accounts COMSEC equipment and materials. Reports all findings to the Telecommunications Manager. Manages all aspects of the secure voice, data, and video networks. Responsible for all STUIII secure communications to include hardware and key validation, distribution and accountability of the STU III equipment and keys. Provides COMSEC support to subordinate commands. Manages and tests the organizational radio network; insures operational readiness to include the Military Affiliated Radio System (MARS). Ensures optimum operational performance of the Satellite Communications (SATCOM) up/down links and digital to wireless integration of audio/visual transmissions in support of emergency contingency Command, Control and Intelligence (C2I) operations to the state/national command structure. Manages the Command Frequency Management program. Employee obtains authorization for radio frequencies from higher headquarters in support of intra and interstate requirements for all activities within the state boundaries to include Federal agencies and activities passing through. Assigns, distributes and tracks all radio frequencies within the State. Prepares, assigns, implements, and operates the RBECS program to include the preparation of SOIs as well as the assignment of secure radio frequencies to subordinate units. Responsible for user compliance to the established frequency management program. Provides all aspects of bandwidth spectrum management. Performs other duties as assigned. WHO CAN APPLY: GROUP I - All qualified Male/Female Enlisted Personnel (E6/SSG - E9/MSG) OR a Warrant Officer (W1/WO1 - W3/CW3) currently employed (permanent) in the Virginia Army National Guard Military Technician Program. GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E6/SSG - E9/MSG) OR a Warrant Officer (W1/WO1 - W3/CW3), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period. Military Grades: Enlisted Personnel (E6/SSG - E9/MSG) OR a Warrant Officer (W1/WO1 - W3/CW3) GENERAL EXPERIENCE: Applicant must have experience, education, or training which has provided knowledge of the basic principles of wireless communications (i.e. high and low radio transmission frequencies) and working knowledge of the concepts used to administer the communications security (COMSEC) program, and the methodology used to manage the radio frequencies program. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, education, or training equivalent to at least the GS-08 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Must have practical knowledge of standardized telecommunications equipment, services, processes or established variations to review existing contractual relationship for equipment and services, program requirements that meets compatibility with other radio systems, protocol requirements, and transmission security protection. Must have experience handling problems and deviations in accordance with agency standards, previous training, established practices, or system controls as appropriate in the assignment or specialty area. Skilled in interpreting and evaluating processes related to the COMSEC program, management of radio frequencies program, and the Military Affiliated Radio Systems (MARS). Must have experience with COMSEC, radio systems, radio frequencies acquisition programs or other related work that is connected with acquisition, operations, technical acceptance, installation, testing, modification and replacement of various equipment.
