The Navy-Marine Corps Business Area is looking for a Site Test and Evaluation Director to oversee Marine Corps Tactical Systems Support Activity (MCTSSA) test and evaluation. Based on four major phases (Planning, Execution, Analysis, and Reporting (PEAR)) to ensure comprehensive, repeatable, and rigorous testing. This approach is augmented through the application of statistical methodologies, e.g., Design of Experiments (DoE), test automation, and the application of mission-based testing in an operational representative employment of systems within MCTSSA’s Marine Air Ground Task Force (MAGTF) based test environment to inform acquisition decisions and make the Fleet Marine Force (FMF) more capable.

The Site Test Lead will be the onsite Point of Contact (POC) for all integration, test, training and maintenance events taking place at MCTSSA. The Site Test Lead is a critical liaison between Leidos and USMC customers. The Site Test Lead will be expected to develop a deep understanding in supporting Marine Corps Program Managers and the FMF in conducting all system(s) testing, engineering, experimentation, exercises, contingency operations, and help desk services. This position will report to the Program Manager.

THE CHALLENGE (Primary Responsibilities.)

Develop a test strategy and test plan to achieve test objectives and requirements.Manage the resources necessary to accomplish all phases of a test event, planning, execution, analysis and reporting.Delegate and direct successful execution of a test event in accordance with the test planand within the required time constraints.Use the risk management process to manage risks associated with test planning and issues encountered during test execution.Resolve programmatic and technical conflicts that arise during the conduct of the event.Present test results in a clear, concise report that gives the customer meaningful information regarding the system's ability to meet the test objectives and requirements.Brief test design plans and test results to test team.Develop test cases/test procedures that trace to test requirements and objectives.Develop operational mission-based scenarios to support test events.Work in a team environment to ensure that customers, management, and test participants are properly updated on test event progress and on specific technical or programmatic issues that require their attention.Track system issues using configuration management software such as CMPro, JIRA, etc.

Basic Qualifications.   

Bachelor’s Degree in related field.Eight years of quality assurance or testing experience.Understanding and ability to apply Scientific Test and Analysis Techniques (STAT) and Design of Experiments (DoE)Project management experience.Configuration management experience.Knowledge on test support tools such as M&S tools, data collection tools, data analysis tools, test automation tools, and network analyzers.Testing concepts/methodologies (Scenario, Negative, Regression, RTM).

Preferred Qualifications, not required.   

International Software Testing Qualifications Board (ISTQB)/CSTP-X.Certified Associate in Software Testing (CAST).Project Management Professional (PMP).Certified Scrum Master (CSM).Knowledge of USMC C4I systems and MAGTF architectures.

Pay Range:Pay Range $89,700.00 - $162,150.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
