We are seeking a dedicated Test and Evaluation Engineer responsible for developing and managing test and evaluation strategies, processes, schedules, and resource requirements. This role involves day-to-day management of test activities, generating test documentation, and collaborating with various stakeholders to ensure consistency with T&E and engineering policies.
Responsibilities
+ Develop program and/or product Test & Evaluation strategies, approaches, processes, schedules, and resource requirements.
+ Manage day-to-day test activities at selected test facilities, including resolving test execution issues, chairing daily test update meetings, and managing integrated product teams.
+ Generate test documentation, including Test and Evaluation Master Plans (TEMPs), specific test plans, schedules, and test reports in support of Milestone Decisions and Material Release.
+ Implement evaluation methodologies and frameworks for products and/or systems under test.
+ Collaborate with product managers, engineering, logistics, contracting, and multiple external Government organizations including Army Test and Evaluation Command (ATEC), Director Operational Test and Evaluation (DOT&E), Army Capability Managers, and other Product Offices along with the defense industry.
+ Review Product Management Offices documentation to ensure consistency with T&E and Engineering Policy, Guidance, and Standards.
+ Provide technical advice and knowledge of program, system engineering, and value management technologies applicable to the test.
Essential Skills
+ Experience coordinating and executing C5ISR systems tests.
+ Experience managing test costs, schedules, scopes, and risks throughout the program lifecycles.
+ Experience reviewing and analyzing system performance against operational requirements.
+ Familiarity with leading all aspects of tests, including test planning, management of test activities, test evaluation, and reporting to stakeholders.
+ Expertise in developing and applying measures of performance and effectiveness.
+ Knowledge of DoD T&E policies and practices, including DoDI 5000.89, and implementing T&E through DoD acquisition programs.
+ Familiarity with the use of databases and automated tools for evaluation, analytical, and verification support.
+ Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
+ Excellent interpersonal skills, proven verbal and written communication skills, and the ability to work on multi-functional teams.
+ Ability to self-start, multi-task, and prioritize multiple tasks with minimal supervision.
+ Excellent organizational, problem-solving, and strategic thinking skills.
+ Active Secret clearance with the ability to obtain TS/SCI.
Additional Skills & Qualifications
+ Bachelor’s degree in any discipline. Four additional years of direct technical experience can be substituted for a degree.
+ Minimum of 6 years of progressively complex experience in testing.
+ DAU Level III or Practitioner certification in Test & Evaluation (preferred).
+ Hands-on experience with Electronic Warfare (EW) and/or Signals Intelligence (SIGINT) systems testing (preferred).
Work Environment
This position supports the Program Management: Electronic Warfare & Cyber (PM EW&C) based out of Aberdeen Proving Ground, MD. The company offers a hybrid remote schedule, requiring technical staff to be on-site an average of two days per week, with potential flexibility as you integrate with the team. Pay and Benefits
The pay range for this position is $55.00 - $72.00/hr.
