Responsibilities Position Description # D2130000 This position is located in the Deputy Chief of Staff Logistics (DCSLOG) G4, Distribution Management Division, Supply and Services Branch, Aerial Delivery Logistics Facility (ADLF), Army National Guard (ARNG). The primary purpose of this position is to perform a multi faceted broad spectrum of aerial delivery functions, necessary for management of day-to-day aerial delivery operations. This includes, but is not limited to, airdrop and airdrop inspections of equipment and personnel, rigging responsibilities, unit deployment training, personnel and cargo manifesting, Joint Inspection, load planning, determining cargo/personnel eligibility, directly responsible for safe and efficient loading/offloading of DOD-owned and controlled aircraft. Support sometimes includes aerial delivery support of non-DoD agencies. Description of Duties: (1) Inspects a variety of airdrop equipment such as parachutes, multi loop lines, extraction force transfer couplings, latch assembly couplings, cable assembly couplings, actuator assembly, release cargo parachute M-1, lanyard arming wire, connector parachute, timer delay assembly, link lower suspension, link assembly single suspension type IV, link assembly heavy duty, link 4 point, parachute release single knife, bracket suspension, and tie down cargo quick release. (2) Prepares and conducts inspections of sling load equipment and sling load operations. Performs duties as inspector testers, pack-in-process inspector and final inspector. Performs initial inspection on all parachutes, textile and non-textile components, and airdrop containers. Conducts regular testing of parachute and newly issued airdrop equipment. Drop-tests troop-type personnel parachute to check proficiency. (3) Performs prioritized airdrop inspections, sequential work is determined, and pertinent ARs, TMs, FMs and DA PAMs have been reviewed. Independently performs assignments at the Aerial Delivery Logistics Facility (ADLF) when the supervisor is not present. Performs three separate inspections of airdrop loads/containers prior to the actual airdrop. Makes decisions on a wide range of matters that may involve deviations and departures from past precedents and accepted practice or highly subjective judgments that could affect safety of flight and crew. (4) Rigs and prepares unilateral airdrop training loads to include type V or other airdrop platforms for airdrops. Fabricates container delivery systems loads, skid boards, and other associated airdrop items. Receives, unpacks, and inspects unit parachutes. Cleans, dries, inspects, and packs cargo and personnel parachutes after use. Maintains and repairs a variety of fabric, rubber, and metallic equipment. Operates and performs minor maintenance on sewing machines, punch presses, stenciling machines, and other similar equipment. (5) Performs drop zone control operations as Drop Zone Safety Officer. Conducts weather observations, wind speed, direction determination, marking drop zone with navigation aids and timing points, establishing and maintaining air to ground and point to point radio communications, relaying information to aircraft and to the Range Control Officer. (6) Formulates, implements, and documents programs to train Airborne unit commanders in support of Aerial delivery deployment functions to ensure effective and efficient operations of unit deployment processes. (7) Provides subject matter and technical expertise on air transportation and aerial delivery operations to the Division, Brigade, Group, Battalion, and Company CDRs. In certain cases, service member will provide subject matter and technical expertise to sister services. Makes appropriate recommendations and implements changes within the element and associated processes. (8) Plans, schedules, and trains Army National Guard (ARNG), United States Army (USA), United States Army Reserve (USAR), United States Marine Corp (USMC), United States Marine Corp Reserve (USMCR), Air National Guard (ANG), United States Air Force (USAF), United States Air Force Reserve (USAFR), United States Navy (USN), United States Navy Reserve (USNR) Coast Guard (CG) and Coast Guard Reserve (CGR) on the inspection and operations of aircraft loading equipment; mobility/contingency functions (i.e., load planning, pallet buildup, cargo courier responsibility and hazardous cargo preparation); and all core Military Occupational Specialty (MOS) specific tasks. (9) Serves as the Commander's Subject Matter Expert (SME) for orchestrating daily and long-range utilization of the aerial delivery systems to ensure accomplishment of assigned missions as well as support for future missions and deployment operations. (10) Inspects cargo for airlift to verify eligibility and ensures proper documentation, packaging, and marking in accordance with applicable DOD directives. (11) Performs other additional duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: E-4 MAXIMUM MILITARY GRADE: E-7 Your rank MUST be included somewhere within your resume. MINIMUM REQUIREMENTS: Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done. SPECIALIZED EXPERIENCE: Must have 18 months experience or training of Aerial Delivery Operations and functions sufficient to plan, coordinate, facilitate, and expedite on-time movement of personnel, and airdrop cargo in accordance with applicable rules and regulations. Must possess skills and knowledge required to be certified to inspect, test, and perform quality assurance with 100% accuracy on all life support systems. Joint Air Inspection and Jump Master qualifications/currency to identify through prescribed inspection processes to eliminate malfunctions that may affect the safety of aircraft/personnel, to ensure a safe and proper drop of personnel and airdrop load from aircraft, and to insure items offered/accepted for transport by air meet proper specifications. Must have at least 12 months of experience to handle, process, and ensure compatibility of hazardous materials being transported on aircraft. Experience and ability to train all branches of services and interagency members in Aerial Delivery Operations. Ability to select and assemble airdrop loads, and to load and offload aircraft. Experience interpreting detailed specifications. Ability to draw individual patterns, alter, or design standard patterns to fit special measurements. Education There are no educational requirements for this position. Additional Information TYPE OF APPOINTMENT: EXCEPTED (DUAL STATUS) - INDEFINITE - ENLISTED APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position.
