Responsibilities Position Description # D2940000 This position is located in the Army National Guard (ARNG) Joint Force Headquarters (JFHQ)/State, Territory, and District of Columbia Safety and Occupational Health Office. The primary purpose of this position is to serve as a Safety and Occupational Health Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position leading to the full performance level of a Safety and Occupational Health Specialist, GS-0018-11 PD number D2939000. All training must be completed, and regulatory requirements met prior to non-competitive promotion. Description of Duties (shortened): 1. Serves as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Provides quality actions for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Implements plans, methods, and processes to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources. The SOH Specialist executes developmental functions of a complex SO&EH program for a broad occupational field involving a wide variety of changing, high risk operations, environmental conditions, and hazardous materials. Provides reviews and updates the State SOH Plans and Standard Operating Procedures. Provides functional area technical assistance to the following areas: SOH installation inspections and evaluations, Workplace Operations, Hazard communication programs, Industrial operations (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Education of SOH programs consisting of training needs assessments of subordinate organizations mission and operational needs. Receives direction and guidance from the supervisor or safety and occupational health manager for continuing or individual assignments, limitations, quality and quantity expected, deadlines, and priority of work. Assignments cover a wide range of work operations and environmental conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupational health that have exacting technical requirements. (25%) 2. Performs inspections of daily operations and workplaces requiring a degree of physical exertion and considerable standing, walking, climbing, bending, crouching, stretching, lifting of moderately heavy objects, reaching or similar movements. The use of Personal Protective Equipment and clothing may be needed to conduct surveys involving recurrent exposure to hazards and discomforts, moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures. Identifies hazards and evaluates initial risk potential for harm to employees, the general public, damage to equipment and resources, and provides technical assistance to managers, supervisors and employees necessary to achieve safe and healthy working conditions. (25%) 3. Reviews safety standards, directives, and regulations received from higher headquarters and adapts them to local needs. Prepares and revises safety instructions and guides that are relevant to contractor and subordinate installation employees. Develops safety procedures with Fire Department personnel to eliminate fire and explosive hazards. Develops training material for specific external installation problems. (20%) 4. Performs or participates in mishap investigations involving Army personnel, equipment, property, or operations. Utilizes the Army Safety Information Management System (ASMIS) to upload mishap reports. Interviews witnesses and supervisors to gather factual data. Identifies elements contributing to human and machine failure which may lead to injury or property damage. Assesses and analyzes findings and prepares reports including recommendations to reduce, eliminate, or control the hazards and minimize the potential of recurrence. (15%) 5. Advises managers, supervisors, and employees of appropriate safety and occupational health measures to control or eliminate hazardous operating processes or environmental conditions. Provides technical advice on special problems related to industrial operations, handling, storage, and disposal of chemicals, personal protective equipment, and confined space entry. Reviews item specifications prior to purchase. Participates in pre-award meetings and recommends necessary changes to meet safety requirements. (15%) 6. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: E-6, WO-1 MAXIMUM MILITARY GRADE: E-8, WO-3 Your rank MUST be included somewhere within your resume. MINIMUM REQUIREMENTS: Performed, as a team member, specified survey work to identify and evaluate hazardous and nonhazardous work and conditions. Applied conventional survey techniques to complete relatively uncomplicated evaluations. Made recommendations concerning corrective procedures where the potential for injury or property damage exists or current procedures do not achieve the desired results or modify/cancel the corrective procedures are no longer appropriate for situations encountered SPECIALIZED EXPERIENCE: GS-09 - 1 year equivalent to at least next lower grade level (see above) experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. GS-11 - 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. Education There are no educational requirements for this position. Additional Information Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds.
