Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 HR SPEC (MILITARY) (MI 127th FSS), Position Description Number NGT565100 and is part of the MI 127 Wing, National Guard. Responsibilities ***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION*** This position is located in the Military Personnel Flight (MPF) with an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron. The purpose is to provide human resources services to Title 32 (T32) Technician, Title 5 (T5), and Active Guard Reserves (AGRs). The position is a remote from the Human Resources Office (HRO) and embedded within the Military Personnel Section. The primary function of this position is to provide guidance, advise, support and clerical assistance on human resource matters to commanders, line supervisors, managers, and technicians at the base or unit organizational level and to coordinate such matters with the HRO. 1. Serves as advisor to commanders and supervisors on human resources (HR) programs affecting full-time employees. Monitors nexus between full time personnel and military readiness and advises leadership on impacts of military decisions on full time personnel management. 2. Works with HRO and the Wing to accomplish a wide range of human resources transactions for employees related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training, and incentive awards. These duties require technical understanding and knowledge of numerous human resources and military guidelines, regulations, instructions, directives, procedures, policies, and precedent situations involving analyzing the interrelationship and impact various human resources actions in different functional areas may have on personnel. 3. Advises and provides comprehensive procedural and technical guidance to mangers and supervisors in the areas of recruitment, placement, separation, and retirement. Tracks and coordinates hiring system actions for Wing. 4. Maintains and reviews the Unit Manning Document (UMD) validating the position description number, title, series, grade, and resourcing. Complies necessary statistics to reflect current status, and accurate consumption of allocated requirements and resources for the purpose of accomplishing a planned hiring program that will meet programmed year end strength and future projections and requirements. 5. Provides assistance to the Wing, managers and supervisors in resolving AGR problems relative to day-to-day operations. Serves as primary point-of-contact regarding AGR matters between the ARNG/ANG organization/unit and the HRO. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Applying established analytical techniques to problems and issues more of a technical in nature on a regular and reoccurring basis. Education You must meet the following Education requirement to substitute for specialize experience to qualify for this position: GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related AND 1 year equivalent to at least GS-7 Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
