Responsibilities Position Description # NGT0034P01 This position is located in The Adjutant General's Special Staff within WVNG-JFHQ. This position serves as the Director of the Integrated Primary Prevention (IPP) Program. Responsible for the overall management, guidance, development, implementation and maintenance for the primary prevention of harm and other prohibited abuse and harmful acts. The IPP Director creates the homogenous link between stand-alone programs. Develops command guidance to implement an IPP program to improve personal resilience, connectedness, and well-being and enhance work/life balance for Service members and families. Substance Description of Duties: 1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. 2. Plans, organizes, and directs the activities of The Adjutant General's (TAG) Integrated Primary Prevention (IPP) Program. Ensures legal and regulatory requirements as well as the needs of National Guard (NG) Service members, families and communities are met. Serves as the principal advisor to TAG regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies. Ensures TAG's IPP program complies with all legal and regulatory requirements. Develops IPP plan(s) in coordination with all relevant offices (i.e. Family Programs, Resilience, SARC, Psychological Health, EO/EEO). As the technical authority and expert on primary prevention; researches, interprets, analyzes, and applies Department of Defense (DoD), National Guard Bureau (NGB), Air National Guard (ANG), and Army National Guard (ARNG) prescribing directives, Public Law, guidance, and regulatory instructions. Develops Joint Force Headquarters (JFHQ) goals and objectives to effectively address self-directed harm, prohibited abuse or harm, personal resilience, and quality of life issues impacting Service members and their families. 3. Monitors and advises on activities of subordinate IPP programs. Supports the dissemination of NGB's comprehensive primary prevention initiatives. Ensures subordinates (Wing/Region IPP and JFHQ subject specific specialists) complete mandatory training requirements. Tracks prevention initiatives to ensure subordinates meet NGB requirements, and provides feedback, as required. Provides guidance to Wing/Region PPIs on the most complex issues when formulating a recommended course of action for leadership. Reviews complex issues prior to elevating to NGB. Makes appropriate IPP policy and strategy recommendations to NGB. Represents TAG on IPP issues at forums and conferences. Acts as the tip of the spear for initiatives and programs directed by NGB regarding the IPP programs. Conducts gap analyses to identify needs among the Service members and their families. Works with the field to promote and link various military and non-military resources to improve access to a variety of support agencies. (25%) 4. Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information. Ensures accuracy and integrity of management data, improves productivity and efficiency through development and implementation of office automation tools and procedures. Formulates and implements appropriate control procedures and uses various program audits to ensure IPP programs throughout their state, territory or DC are being implemented consistent with prescribing guidance, and that all resources are utilized as efficiently as possible. MINIMUM EXPERIENCE: All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service Integrated Prevention Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0101 Integrated Prevention Program positions; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee who is employed in a different series' position) must have at least two years on-the-job experiences that are commensurate or equivalent to Integrated Prevention Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. SPECIALIZED EXPERIENCE: At least 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Education Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. If choosing to certify based of the education substitution option, you must upload a word document stating you are using the education substitution option, your degree and transcript OR the Military Courses completed. If these are not uploaded you will not be referred to the selecting Supervisor. Additional Information TYPE OF APPOINTMENT: Title 5 Excepted Service - Permanent Permanent Change of Station: PCS funds are not available for this position. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide.
