The primary purpose of this position, TOOLMAKER WG-3416-13, is to fabricate, overhaul, calibrate, and repair tools, jigs, fixtures, and gages while performing machining and repair work both on and off the entire aircraft; and design, develop, fabricate, and repair various types of tooling needed for use in aircraft structural repair operations. Responsibilities Fabricate, overhaul, calibrate, and repair tools, jigs, fixtures, and gages used in machining and aircraft structural repair work; develop, fabricate, and repair various types of tooling used in aircraft structural repair operations; and fabricate and repair molds used in molding. Set up and operate common machine tools and attachments to perform special and precise machining operations by devising and constructing fixtures and holding devices. Perform work of an aircraft structural machinist. Use a variety of precision instruments and equipment. Requirements Conditions of Employment Qualifications Key Position: The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve"). In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3400 Machine Tool Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: Ability To Do The Work Of The Position Without More Than Normal Supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Operation of Machine Tools Technical Practices (theoretical, precise, artistic) Ability To Use Shop Drawings Measurement and Layout Ability To Use Hand Tools for Machine Shop Knowledge of Metals PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires moderate to strenuous effort. Must climb, bend, stoop, crawl, and stand for prolonged periods on concrete or metal surfaces. Frequently lifts parts and equipment weighing up to 40 pounds. Occasionally may lift and carry items that weigh about 50 pounds with mechanical lifting devices or with assistance from other workers. WORK ENVIRONMENT: Work is performed in hangar areas, outdoors, in parked aircraft, and sometimes in hazardous noise areas. Exposed to extremes in heat, cold, and inclement weather. Must work in confined areas and in awkward positions. Exposed to dirt, grease, and aircraft fluids, oil, hydraulic fluid, solvents, and hazardous fluids and gases such as Hydrazine and Halon. Subject to cuts, bruises, muscle strain, and injury from falls off scaffolds, man lifts, and aircraft surfaces. Some work is performed inside areas that are usually noisy and dirty, and where there is constant danger to the skin and eyes from flying metal chips and abrasive particles; skin irritation from contact with coolants, lubricants, and abrasive compounds; and danger to fingers, hands, and other body parts from cutting tools, grinding wheels, rotating pieces, and moving parts of machines.
