Tractor Operator
Summary The typical seasonal entry-on-duty period is April through October but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 2025 Responsibilities On a recurring basis, operates farm type tractors with towed or attached equipment to maintain grounds, trails, and road shoulders, and/or perform farming-type functions. The incumbent operates this equipment's implements by manipulating hydraulic or mechanical controls while simultaneously driving. Equipment operated may include mowers, plows, chippers, farm-type three-point implements, augers, rotary brooms and backhoes. This equipment may be direct driver, or a power take off. Work may involve making multiple hydraulic and mechanical connections between the towed and/or attached equipment and the tractor. Incumbent works on mostly level or steep rolling terrain in such areas as open fields, parks, backcountry trails, fire roads, or along roadways. Physical Demands: Incumbent operates tractors in all types of terrain (steep and level) and along roadways. Incumbent must be able to perform heavy strenuous lifting (50 pounds), and is comfortable when stooping, bending, climbing, and working in cramped positions. The incumbent frequently operates towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls. Grade 66 tractor operators exert additional effort in operating equipment controls making more frequent arm and leg movements. Working Conditions: Work location is outside, potentially in extreme temperatures. Incumbent must be capable of sustained physical effort under these conditions. Dirt, dust, and marginal ranges of air pollution are present. Operators at the Grade 6 level primarily work outside and are exposed to all kinds of weather conditions. Some operators are exposed to chemicals, dust and sprays and may need to wear protective clothing and respirators. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Government housing may be available Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications Have the ability to do the work of a Tractor Operator without more than normal supervision. (Screen out) This includes work such as operation of field-type tractors over uneven ground such as open fields, banks, ditches, lawns, hills and roadsides; connecting various attachments such as blades, farm-type three -point implemants, trailers, and rotary brush hogs, and can skillfully manipulate controls as required; apply a good knowledge of controls for starting, stopping, and maneuvering while judging turn angles of tractor and towed vehicles/equipment with regards to speed, clearances, cargo weight, etc; interpret and follow oral and written instructions; perform routine operator maintenance to include lubricating, inspecting, and cleaning the equipment; and checking and maintaining fluids to proper levels. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).
