Summary
Reporting to the Senior Vice President of Finance, with dotted line reporting to PCC’s Chief Compliance Officer, the Director of Trade Compliance will manage import/export compliance as dictated by the US Department of Commerce, the Department of State (Directorate of Defense Trade Controls), Customs and Border Protection, Office of Foreign Assets Control, and other relevant international trade regulations for approximately 50 manufacturing and office sites globally – approximately 20 outside the United States. The Director of Trade Compliance will provide support and resources to facility-level compliance owners and manage strategy initiatives affecting the movement of goods and information. He or she will also conduct an audit of each operation’s import/export compliance programs to ensure that all operations have the tools in place to effectively and efficiently comply with export and import controls and regulations.  The Director of Trade Compliance will also assist the operation with obtaining necessary import and export licenses from the relevant US government agencies.  He or she will also consult with Customs Brokers and interface with Government officials as needed.

The role is remote, but travel to plant locations will be required.

PRIMARY RESPONSIBILITIES

Direct and supervise division import/export compliance programs through a team of 5 resources along with each site’s compliance leader. Manage compliance with export and import regulations as dictated by US Department of Commerce and Department of State, CBP, and OFAC and other relevant international trade regulationsProvide top-to-bottom training of all personnel on regulations and requirementsEnsure all facilities are screening customers against all government restricted party listsEnsure all facilities screen orders for EAR General Prohibitions and Red FlagsEnsure all facilities have current classification matrices for products, raw material, primary manufacturing equipment, imported items, and technology.Ensure all facilities have an effective Technology Control Plan (“TCP”) that involves sales, engineering, purchasing, HR, shipping, quality assurance, and production control, and that it includes a clean laptop policy for international travel and compliance to the “Deemed Export” ruleEnsure all facilities’ Human Resources departments have processes for hiring foreign nationals and visitor policies that monitor visitors and limit foreign national access as requiredManage and facilitate all export/import licensing requirementsEnsure audit of all facilities’ import/export compliance programs are done annuallyAttend import/export training courses annually to stay current with regulatory changesWork closely with Compliance Counsel for compliance program discussions, revisions, special licensing requirements, disclosures, investigations, projects, general updates and consultationsConsult with the Chief Compliance Officer and Compliance Counsel as neededConsult with Customs Broker(s) for import compliance requirements and issuesHire, train, guide, support and manage Division Trade Compliance Staff.Train, guide and support each facility’s Facility Compliance OfficerInterface with Government officials as neededOther duties as assigned

KNOWLEDGE, SKILLS, AND BEHAVIORS

QUALIFICATIONS

Bachelor’s degree in the appropriate discipline, with 15+ years of progressive experience that demonstrates expertise in global trade compliance program administration.5+ years managerial experience.Multi-Operation experience in trade complianceWorking knowledge of the U.S International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR).Thoroughly familiar with international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code, country of origin, customs value, export classification, and export license data.Familiarity with the requirements and procedures associated with evaluating goods for preferential treatment under free trade agreements like the North America Free Trade Agreement.Strong computer skills including ability to research transactions and prepare reports in manufacturing information systems, perform spreadsheet calculations, and quickly learn new software tools. Experience with Oracle is a plus.Effective and efficient problem-solving skills.Strong verbal and written communication skills.Ability to work autonomously and drive a project from initiation to completion.Ability to work at both detail and strategic levels, work calmly under pressure, prioritize tasks, and display sound professional judgment.Ability to prepare and revise procedures, work instructions, and forms.Fluency in English.Open to 30%-50% travel.
