Summary Opened Area(s) of Consideration: 1, 2 DEFINITION OF AREA(S) OF CONSIDERATION: Area 1 - AKNG Permanent or Indefinite technicians. Area 2 - All AKNG members. PDCN: D1921000 Selecting Supervisor: Shannon D. Bishop Responsibilities Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Ensures proper handling of special and unique movement requirements. Uses and interprets U.S. Forces Command (FORSCOM) and Army regulations, technical manuals, traffic bulletins/regulations, federal and DOT regulations. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Prepares and coordinates movement portions of the Joint Force Headquarters (JFHQ) Mobilization Plan. Serves as primary point of contact and state mission authority for Special Assigned Air Missions (SAAM). Coordinates with the DCS G-4 Plans & Policy Officer in the establishment of command transportation policy and other transportation requirements. Coordinates movement planning requirements and JFHQ inspections of unit mobilization plans. Serves as manager for the State Highway Network Database. Develops and publishes procedures for collecting, evaluating and monitoring the information necessary to modify the network databases to meet DOD movement requirements. Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor. Advises civil authorities and military commanders on EHTR requirements and procedures. Provides input and maintains the military portion of the EHTR regulation. Organizes and oversees the operation of the State Movement Control Center (SMCC). Schedules and coordinates DOD surface movements through the approved federal operating system. Provides technical expertise on hazardous materials (HAZMAT) shipments to ensure compliance with federal, state and local regulations. Coordinates with DOD, state and local officials on policies and procedures governing HAZMAT shipments by all modes of transportation. Provides non-certification HAZMAT training for unit movement officers. Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Ensures leased vehicles are managed in accordance with regulatory guidance. Coordinates with Property Book Officer's in maintaining required records for the GSA leased vehicle program. Responsible for maintaining, inspecting, and verifying serviceability of Army containers. Inspects container and submits maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS). Coordinates with the CCO at the USPFO to ensure property book accountability and movement of containers. Reviews International Organization (ISO) and storage container requests prior to submission to Army Intermodal & Distribution Platform Management Office (AIDPMO). Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Develops or directs the development of new or changed internal operating procedures and instructions. Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met; approves leave; and recommends performance standards and ratings. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepares schedules for completion of work. Assigns duties to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Advises, counsels or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignments to such positions. Hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures--such as warnings and reprimands--and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing for or arranging for needed development and training. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE is experience that provided a general knowledge and under-standing of traffic or transportation programs or operations. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-11- Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: - Knowledge to plan and accomplish a variety of complex work assignments and/or identify problems and be able to analyze and resolve transportation issues or problems. - Broad knowledge of the operation, practices, and policies of the organization. - Knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea. Knowledge of related mode configurations to contract proper means of transportation. - Incumbent utilizes this knowledge to plan and direct the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge). - Incumbent has extensive knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations. - Specialized knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods). - Knowledge to execute travel arrangements via all modes of Government and commercial transportation to destinations worldwide. - An extensive and comprehensive knowledge and ability to interpret a wide variety of traffic management regulations, including DOD Travel regulations, Army, Air Force and Navy regulations, federal/state/foreign government/local laws, transportation regulations, and policies are required. - Incumbent must be certified for the movement of Hazardous material and as a Contracting Officer Representative. - Knowledge of the various automated transportation planning and billing systems. - Knowledge of standard commercial carrier industry standard practices. Education Additional Information - INDEFINITE: Indefinite employees may be separated with a 30 days' notice. Indefinite employees may be converted to permanent without further competition. AKNG permanent technician will retain their permanent status if selected for this position, and may be promoted, reassigned or changed to lower grade if selected for this position, and will be required to return to their permanent position unless action is made on a permanent basis. Permanent authorization may not cross service boundaries, or funding categories, (i.e., ARNG to ANG, or 176th WG to 168th WG). - If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal. - The National Guard is exempt from the Veterans Preference Act.
