Job Summary
Position scheduled to work 40 hours per week.

NOTE: CANDIDATE WILL BE PLACED IN A TRAFFIC SIGNAL TECHNICIAN 1, 2, OR 3 POSITION DEPENDING UPON QUALIFICATIONS.

Traffic Signal Technician 1 General Purpose:
This position performs semi-technical, technical and skilled work in the installation, maintenance and repair of varied traffic control, warning and illumination equipment. The position allocated to this class is the first and entry level in the four level technician series. Incumbents initially work under close supervision learning and applying appropriate procedures and methods on specifically assigned projects and programs. This class is distinguished from the class of Traffic Signal Technician 2 in that incumbents perform technical support services under close supervision and direction. Employees are expected to perform the work of a higher class for a limited period of time for training purposes and on relief. Incumbents are expected to gain the knowledge and abilities necessary to promote to the class of Traffic Signal Technician 2 generally after two years of experience. If incumbent does not meet the requirements, certifications, knowledge and skills to advance to the level of a Traffic Signal Technician 2 within 4 years in the position of a Traffic Signal Technician 1, this may be deemed as unsatisfactory job performance.
Advancement from a Traffic Signal Technician 1 to a Traffic Signal Technician 2 requires a minimum of two (2) years of work experience at a level equivalent to a Traffic Signal Technician 1, and possession of the International Municipal Signal Association (I.M.S.A.) Level 1 Certification for a Traffic Signal Technician OR successfully passing of equivalent test and is finally determined by the Department/Division Head or Elected Official.
Traffic Signal Technician 2 General Purpose:
The position allocated to this class is responsible for performing journey level technical Traffic Signal work. Duties are completed usually under general supervision. This class is distinguished from the Traffic Signal Technician 1 class by a higher level of expertise, increased knowledge of operations and tasks required to successfully complete assignments under minimal direction and guidance. Incumbents in the higher classification of Traffic Signal Technician 3 class are mainly responsible for signal inspection and lead work. Positions within the Traffic Signal Technician 2 class may assist in the training of Traffic Signal Technician 1's or more junior Traffic Signal Technician 2's. Employees will be expected to perform the work of a higher class for specific periods of time for training purposes or as a relief.
Advancement from a Traffic Signal Technician 2 to a Traffic Signal Technician 3 requires a minimum of four (4) years progressively more responsible and technical work experience as a Traffic Signal Technician, and possession of the International Municipal Signal Association (I.M.S.A.) Level II Certification for Traffic Signal Technician OR successfully passing of equivalent test or possession of a journey-level electrician’s license or certification, and is finally determined by the Department/Division Head or Elected Official. Incumbents are expected to gain the knowledge and abilities necessary to promote to the class of Traffic Signal Technician 3 generally after four years of experience. incumbents are generally expected to meet the requirements, certifications, knowledge and skills to advance to the level of a Traffic Signal Technician 3 within 6 years in the position of a Traffic Signal Technician 2.
Traffic Signal Technician 3 General Purpose:
This position performs skilled work in the installation, maintenance and repair of varied traffic control equipment. The position allocated to this class is responsible for performing journey level technical Traffic Signal work and other duties related to traffic control, warning and illumination equipment, in a lead capacity. Work is performed independently and with less supervision than lower level classifications. This class is distinguished from the Traffic Signal Technician 2 class by an emphasis on construction inspection, troubleshooting, lead work and higher responsibilities. This classification requires a thorough knowledge of all aspects of construction, maintenance, and operation of Traffic Signal systems, traffic control, warning and illumination equipment. Positions within this class may assist in the training of Summer help, Traffic Signal Technician 1's and/or Traffic Signal Technician 2's and junior signal technician 3’s. Employees will be expected to perform the work of a higher class for specific periods of time for training and relief purposes.

Traffic Signal Technician 1
+ Assists in installation, maintenance and repair of traffic control, warning and illumination systems and their components; is a lead worker to temporary summer help and/or seasonal employees; operates all equipment and motor vehicles including a man lift truck used in the completion of this work.
+ Completes less complex electronic work (tests and times signal controllers, emergency preemption systems and auxiliary components; troubleshoot electronic systems, detect and replace defective parts).
+ Locates underground street light and traffic signal conduit wiring for contractors and utility companies, after appropriate training.
+ Installs new signal heads, lays conduit, installs junction boxes, and installs pedestrian beacons.
+ May be required to work on-call, to make emergency repairs.
+ Maintains logs and records.
+ Performs other related duties as required/assigned.
Traffic Signal Technician 2
+ Operates a variety of tools, circuit testers and motor vehicle equipment including a man lift truck to install, maintain and repair traffic signals, flashing signal systems, video equipment and electronic traffic control and monitoring devices.
+ Records a list of parts and supplies utilized in support of street and railroad traffic signal maintenance and emergency repair, recommends adequate inventory levels and orders supplies as necessary.
+ Locates underground street light and traffic signal conduit wiring for contractors and utility companies.
+ Prepares written reports and maintains logs and records.
+ Assists in the inspection and construction of specialized traffic signal devices and systems to meet traffic control and safety concerns presented by County roadways either in existence, being constructed, or proposed in land development, annexation, and related applications.
+ Maintains and repairs signal systems, lumination and services, cameras and other electrical/electronic equipment.
+ Sets up traffic control when needed.
+ May be required to work on-call, to make emergency repairs.
+ Performs other related duties as required/assigned.
Traffic Signal Technician 3
+ Inspects signal construction projects to ensure compliance with regulations, specifications and plans.
+ Completes more complex electronic work (tests, programs times signal controllers, and coordination of signal system, emergency preemption systems and auxiliary components; troubleshoots electronic systems, and detects and replaces defective parts).
+ Instructs and trains others in work procedures, techniques and methods.
+ Interprets layouts, electrical job assignments and procedures; operates equipment; obtains supplies; tests and measures electrical circuits; works to electrical codes and road standards as outlined by County policy or established through immediate supervisor.
+ Assists Chief Traffic Signal Technician with Traffic Signal Controller Programming.
+ May supervise the work of subordinate personnel and assists in training new employees.
+ Assists in the design and construction of specialized traffic signal devices and systems to meet traffic control and safety concerns presented by County roadways either in existence, being constructed, or proposed in land development, annexation, and related applications.
+ Installs and maintains ITS devises including working with outside agencies and the Spokane Regional Transportation Management Center (SRTMC) central system and personnel.
+ Performs preventive maintenance, inspections on new construction of traffic signals, traffic street lighting, ITS infrastructure, and school/crosswalk flashing beacons that will be maintained by the Spokane County Signal Shop.
+ Locates underground street light and traffic signal conduit wiring for contractors and utility companies.
+ Assists the Traffic Engineer in the review of traffic control, warning, illumination and other applicable plans, specifications and documents.
+ Performs other related duties as required/assigned.
Minimum Requirements
Traffic Signal Technician 1:
+ High School Diploma or GED equivalent.
+ One (1) year basic electrical technician's course through an accredited and approved program.
+ Please note: One (1) year of applicable electronic work experience may be substituted for the required one (1) year of basic electrical technician’s course work.
+ A combination of One (1) year technical work and computer related experience may be substituted for the electrical or electronic coursework or experience, and the probationary period may be extended until satisfactory completion of on - the – job training as determined by the Department Head.
+ Possession of a valid Washington Driver's License at time of hire and for the duration of employment.
Traffic Signal Technician 2:
+ High School Diploma or GED equivalent.
+ Three (3) years of experience in traffic signal installation, operation and maintenance.
+ Possession of the International Municipal Signal Association (I.M.S.A.) Level 1 Certification for a Traffic Signal Technician.
+ Possession of a valid Washington Driver's License at time of hire and for the duration of employment.
Traffic Signal Technician 3
+ High School Diploma or GED equivalent.
+ Five (5) years of responsible and technical experience in traffic signal installation, operation and maintenance.
+ Possession of Underground Utility Locator certification.
+ Possession of the International Municipal Signal Association (I.M.S.A.) Level II Certification for Traffic Signal Technician within a reasonable amount of time, OR successfully passing of equivalent test or possession of a journey-level electrician’s license or certification.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
