TRAINING ADMINISTRATOR (Title 32)
Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: G3, Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities Indefinite appointment/temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a deployed Soldier. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position. Position to be filled upon the vacancy of the incumbent. JOB SUMMARY: The purpose of this position is to develop and implement, the Army National Guard (ARNG), Distributed Learning Program (DLP) within the respective state to achieve The Adjutant General's (TAG) training readiness objectives for assigned state and federal missions. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Provides readiness training and pre and post-mobilization training to Soldiers. Plans and coordinates DL training opportunities for the state's National Guard (NG) Soldiers. Provides guidance and coordinates technical and training support for site administrators. Aids in the development of training materials through the analysis of educational or instructional problems or questions. Responsible for the planning, budgeting and delivery of the State's DL program. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subject criteria and information into a teaching/training capability. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience equivalent to the GS-09. Experience demonstrating particular knowledge, skills, abilities and behaviors to successfully perform the duties of the position. Experience demonstrating knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Experience demonstrating knowledge in training centers, training programs, schools, and units for these systems. Experience in conducting and developing education and training programs. Experience in conducting, supervising, or developing education or training programs. Experience demonstrating knowledge in the Army or Air Force education and training policy requirements. Experience in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Experience demonstrating knowledge of audio-visual presentations, educational tests and measurements, and instructing techniques. Experience demonstrating knowledge of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Experience demonstrating effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experience in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experience demonstrating the ability to be an effective communicator. Experience in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experience as a participant and presenter during training and military or civilian conference events. Experience in organizing and preparing instructional materials. Experience demonstrating an understanding and applying formal training objectives. Experience demonstrating the ability to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experience in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experience in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Experience demonstrating the ability to instruct students by lectures, discussions, demonstrations, group activities, and laboratory work. Experience in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experience in training aids such as, achievement and aptitude tests and rating scales. Experience in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Experience demonstrating an understanding and applying basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication. Ability to write English in reports and presentation formats. Ability to communicate -orally and in writing- clearly and effectively. Ability to assess body language to ensure positive response and understanding results. Skill in applying procedures and directives by reading and interpreting technical material. COMPATIBLE MILITARY ASSIGNMENT: For an indefinite appointment which is to backfill a deployed technician, MOS and unit of assignment are waived for 18 months following assignment. However, rank requirement must be met to avoid grade inversion. For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted. MILITARY GRADE (Prior to Appointment): Officer: O1 through O3; Warrant: WO1 through CW2; Enlisted: E-6 through E-8 UNIT OF ASSIGNMENT: Any unit within state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
