Training Coordinator
Summary The Training Coordinator (TC) has overall management and execution of the FLETC Enterprise Security Services (FESS) contract training program. The TC is responsible for execution and documenting all training for this site. The TC is qualified to train all FLETC and state required training at their site.  The TC is fully certified to perform all training required on the contract and can train the trainer to ensure each site has an onsite training capability.  The TC is an expert of the FESS contract training plan and the 84 tasks taken directly for the ISC Best Practices manual.  The TC will communicate with the SPM, the FESS Training Manager, and the site supervisory staff regarding overall Contractor training requirements and performance, and operational issues impacting training systemic specific to the site. Responsibilities Required to follow all company personnel and safety policies, and perform all assigned duties in a safe work manner. Will promptly notify the chain-of-command of all unusual, emergency, and/or significant situations/factors concerning training concerns for the site. Will develop a comprehensive site specific training program of instruction consistent with the enterprise training program which includes: standardized content and delivery across the enterprise; performance-based exercises with defined outcomes measured through testing; and delivered using multiple methods and echelons to include initial, annual, recurring, on-the-job, supervisory selection, and professional development training. Will verify training program of instruction is in keeping with post orders & operations manual requirements. Implements a site specific Instructor Certification program to ensure all instructors are State licensed and/or State Certified as required. Will coordinate and oversee execution plans to ensure all training is conducted for all personnel assigned to maintain all required certifications. Will develop and maintain client approved lesson plans based on customer provided references, to include the ISC Best Practices, and meeting all Federal and State Mandates. Will oversee all actions required to document and maintain training completed for all assigned to the site. Will review and ensure clarity, completeness, accuracy, and legibility of all training records and field training files. Cross-trained to serve as a Shift Leader on an as needed basis. Serve as a Site Trainer at all FLETC sites on as needed basis. May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Oversees and directly or indirectly supervises all security force officer personnel on the contract site. Other duties as assigned Qualifications Minimum of an associate’s degree in Management, Criminal Justice or related discipline, or a minimum of four (4) years’ experience in law enforcement or a security related area. Must be previously fully commissioned by an accredited law enforcement agency or possess a Diploma or Certificate as a graduate of a Federal, State, local or military service approved/recognized basic law enforcement or a physical security academy. Minimum of four (4) years’ experience as a trainer. Minimum of three (3) years of specialized experience directly related to the work performed in physical security or law enforcement. Capable of obtaining training certificates necessary to train all PWS tasks and to certify other trainers (train the trainer) to train employees to PWS standards. Must have the ability to serve as a Shift Supervisor as needed Must possess and maintain a valid state driver’s license. Must possess and maintain National Security Clearance at the Secret level eligibility. Must meet or exceed the Minimum Medical and Physical Standards for an Armed Security Officers outlined in Interagency Security Committee, Best Practices for Armed Security Officers in Federal Facilities, Appendix B: (April 2013, 2nd Edition). Must satisfactorily complete a contract required annual Physical Agility Testing (PAT) consisting of: able to exhibit full range of motion, able to easily get down to and up from a kneeling position, lift 40 pounds minimum from floor to waist, able to bench press at least 40 percent of his or her body weight, able to perform sit-ups and push-ups continuously for at least 30 seconds, and complete a 1.5 mile run within time based on their age/gender group. Must satisfactorily qualify with a 9 mm semi-auto pistol handgun and M4 semi-automatic rifle, and shotgun qualification course administered by the Federal Law Enforcement Training Center (FLETC) quarterly. Must complete and successfully pass the FLETC Active Shooter Threat Training Program (ASTTP). Must satisfactorily pass initial and random drug testing. Must satisfactorily pass initial psychological testing. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire, including a background check to determine if applicant has been convicted of “Crimes Against Household Member” or any “Domestic Violence Act,” and who would be in violation of Federal Law, State Law or the Lautenberg Amendment, and therefore shall not be eligible for employment. Knowledge, Skills and Abilities: Knowledge and/or experience in project management and business rules. Knowledgeable in Instructional Systems Design model for developing work force training. Knowledgeable in applying the ADDIE adult learning model as the preferred training method to provide a systematic approach to training development, delivery, and standardization tailored to meet PWS mandates, and designed to increase effectiveness in aiding officer certification. Strong personnel management skills; excellent written, verbal, and interpersonal skills. Superior knowledge, analytical, persuasion, and problem-solving skills relative to health, safety, environmental, and business matters. Ability to manage multiple, high priority tasks simultaneously. Capable of assimilating and critically evaluating information.
