The Citywide Training Center of Learning and Development provides and schedules trainings for all City employees. The Citywide Training Center (CTC) Training Administration team manages a high volume of agency-specific, open enrollment, and citywide learning initiatives for employees from all employment levels and disciplines. The team partners closely with agency representatives and instructors to facilitate training across the city. In addition, the team is responsible for collecting, interpreting, and reporting data utilizing LMS/NYCAPS databases.
This position will manage all open enrollment course offerings, serve as a training coordinator, monitor /maintain the inventory of manuals/related materials, prepare schedules for training at the CTC for publication in the catalog and take on additional duties as assigned. The Training Coordinator will have significant responsibility in the area of training administration as related to the scheduling, and delivery of training classes at the City-Wide Training Center and agency locations and will be responsible for collecting, organizing, reporting and presenting program data for all business functions.
Responsibilities:
- Engage in the core functions of the business & training unit including customer needs assessment intake and documentation; training administration functions inside and outside of the learning
management system; responding to help desk inquiries; supporting live webinars by providing technical monitoring and facilitating Q&A sessions; and work with instructors and Citywide
Training staff to develop and test course offerings for city employees.
- Provide actionable insights that can be easily interpreted by business owners, clients, etc.; designing, developing, and maintaining ongoing metrics, reports, data mining, analyses, dashboards,
etc. that drive meaningful and prompt actionable insights.
- Research, study, and analyze system or process related incidents reported and resolve them.
- Recommend process improvement opportunities to management or appropriate unit.
- Adopt a proactive approach to business process re-engineering, internal control objectives, and best practices to tackle business needs, identify and solve problems, and improve service
levels.
- Provide support in maintaining and supporting databases performing several activities, including inputting, and cleaning data, determining formats, researching data conversions, establishing
data specifications, configuration/integration, updating sources, and ensuring data integrity.
- Assist in formulating learning objectives and evaluation of training effectiveness
- Assist in analyzing and assessing training and development needs for individuals and/or agencies
- Assist in recommending and preparing training aids and reference materials as needed
- Help to coordinate focus groups and other stakeholder engagement activities to gather program feedback.
- Review instructor performance and recommend improvements to program content and/or instructor presentation methods
- Maintain and/or develop knowledge of the latest trends in training and development to recommend enhancements to existing and new programs as appropriate
- Research best practice and benchmarked models in learning and development for assigned programs and projects.

Qualifications
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
