Job Title Training Manager - WMD/Hazardous Materials Operations Program Agency Texas A&M Engineering Extension Service Department Emergency Services Training Institute Proposed Minimum Salary Commensurate Job Location Job Type Staff Job Description The Training Manager is responsible for the DHS/FEMA-funded Weapons of Mass Destruction (WMD/Hazardous Materials (HAZMAT) Operations (OPS) Program. Promotes, coordinates, plans, and schedules training to meet performance objectives. Hires, trains, develops, manages, and retains the instructional team for the program. Responsible for maintaining the curriculum certification currency of assigned courses. When needed, facilitates instruction and serves as the lead instructor for deliveries. Promotes TEEX/National Emergency Response and Recovery Training Center (NERRTC) and Emergency Services Training Institute (ESTI) Programs. May be assigned special projects, to include making presentations to various audiences and developing new courses. This position reports to the Training Director, Community Response & Resilience (CRR) Programs. Required Qualifications: + Bachelor's Degree from an accredited college or university or an equivalent combination of education and experience. (equivalency: will consider an Associate’s degree with seven years of program management experience or a High School Diploma/GED with nine years of program management experience) + Five years of program management experience in a training environment. Required Licenses/Certifications + Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment. + Must have a valid passport or ability to obtain within 180 days of employment. + Completion of IS 700, 800, ICS 100, 200, 300, & 400 within 180 days of hire date + Completion and certification of Hazardous Materials Operations level training. Preferred Qualifications: + Master’s Degree from an accredited college or university. + Eight or more years of experience at the local, state or federal level in any combination of the following areas: fire, law enforcement, public health, healthcare, emergency medical services, emergency management, public works, public safety, hazardous materials, public information, the military, and/or government administration. + Five or more years of experience in adult education and/or training and a background in training concepts and programs. + Two or more years of supervisory experience. + Five or more years of experience in program management. Physical Requirements: + Ability to support training delivery for up to 8-10 hours/day. + Ability to lift, carry, or load heavy training equipment and instructional materials. + Physical conditioning consistent with setting up classrooms and movement of training equipment. + Ability to wear and demonstrate Personal Protective Equipment (PPE) to include Self Contained Breathing Apparatus (SCBA). + Ability to work outdoors exposed to various weather conditions. + Ability to regularly use standard office and presentation equipment such as a computer, keyboard, projector and printer equipment. + Ability to communicate orally and in writing. + Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines. Knowledge, Skills, and Abilities: + Advanced working knowledge of principles and methods for teaching and instructing adult individuals and groups. + Ability to work independently with minimal supervision, possess self-starter and time management skills. + Knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods and coordination of people and resources. + Knowledge of DHS grant/cooperative agreement funded programs to include experience with scheduling, course management and personnel management skills. + Intermediate knowledge of emergency management, NIMS, ICS, and multiagency coordination topics. + Ability to effectively interact with senior emergency response personnel, community leaders, clients, and staff. + Possesses excellent organizational skills. + Ability to effectively communicate both orally and in writing. + Ability to comprehend and express information and use inductive and deductive reasoning. + Intermediate knowledge of office software and instructional programs. + Ability to facilitate course content as necessary. + Strong interpersonal and analytical skills. + Strong customer service and problem-solving skills. + Ability to promote program growth through customer relations and marketing. + Ability to coordinate and facilitate planning meetings and project deliveries. + Ability to conduct virtual learning, online learning, and /or simulation-based training. + Ability to work cooperatively with others. Notifications: + This position is security sensitive. + This position may require work beyond normal office hours and/or work on weekends. + This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures. + All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements. + As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head. + Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines. + This position directs or evaluates the work of others. + This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance. + This position may require domestic and international travel. Essential Duties, Tasks, and Percentages: Training Program Management - 35% + Ensures all courses meet required goals and objectives (delivery & participant numbers) for the performance period specified in the current MOA with TEEX/NERRTC. + Manages the day-to-day operations of the WMD OPS Program. + Promotes program growth through customer relations and marketing. + Monitors and manages the fiscal status of all training programs to ensure that the WMD OPS Program achieves the budgetary goals established by the MOA. + Provides input for budget development, expenditures and issues that impact accomplishment of program delivery and fiscal goals. + Provides the appropriate leadership for the program to meet customer and team needs. + Serves as Lead Instructor for course deliveries as needed. + Ensures that all reports, performance evaluations and other administrative requirements are submitted in a timely and accurate manner. + Communicates the accomplishments of the team. + Facilitates coordination between instructional teams and administrative support staff. + Ensures assigned equipment and property are properly maintained and safeguarded. + Promotes an environment that is respectful. + Ensures all program activities are conducted in a manner that is safe for all staff and customers. + Coordinates with other division programs for use of course materials, subject matter experts and/or instructors to complete program contracts. Personnel Management - 30% + Manages personnel and promotes a culture of positive employee engagement. + Ensures quality staff is recruited, hired, and retained. + Manages the initial training of new instructors. + Promotes continual training and development of instructors. + Evaluates instructional staff to ensure methods and principles of adult education are followed. + Ensures that instructors meet utilization requirements. + Coordinates assignment of instructors in support of course deliveries. + Ensures instructors have the resources and administrative support for successful execution of course deliveries. + Ensures the WMD OPS instructional staff remain current on HAZMAT related doctrine, policies and information. + Reviews student assessments of all courses and instructors. + Maintains up-to-date instructor training records for all assigned instructors. + Establishes goals, objectives, and conducts performance evaluations for assigned personnel. + Fosters an environment that promotes two-way communication and honest feedback between employees and their supervisors. + Ensures staff are afforded the opportunity to develop and grow; ensures staff are properly trained and given an opportunity to take advantage of professional development opportunities. + Ensures instructor travel, lodging, mileage, and per diem are compliant with current Texas A&M Engineering Extension Service (TEEX) procedures and policies. Course Curriculum & Materials - 25% + Develops and updates course curriculum and materials. + Manages development and recertification of program curriculum. + Achieves curriculum recertification timeline objectives. + Develops and manages course development and recertification budgets. + Cultivates an environment that encourages input from all staff members in the development and/or recertification of course curriculum. + Reviews and updates curriculum to ensure training materials remain current and relevant. + Evaluates the quality and value of program courses and coordinates improvements. + Researches, reviews, and incorporates contemporary andragogy into program courses. + Designs, develops, and incorporates new exercise scenarios and activities into curriculum. Additional Program/Division Responsibilities – 10% + Promotes the TEEX, ESTI /NERRTC and CRR Programs. + Attends appropriate professional development opportunities. + Maintains currency and knowledge of National Fire Protection Association (NFPA) standards and other materials related to course delivery. + Participates in other TEEX/ESTI programs and initiatives as directed. + Identifies and takes advantage of opportunities to cooperate and collaborate with other ESTI programs, other TEEX divisions/departments and other National Domestic Preparedness Consortium partners in furtherance of overall TEEX goals. + Performs additional work duties as assigned.
