Reporting to the Disaster Preparedness Program Representative 4, the Training Specialist 2 will oversee and coordinate the execution of training programs and courses to localities, counties, and New York State agency partners. The incumbent will analyze current training and develop new initiatives based on the needs of New York State. Duties include, but are not limited to: • Assist in providing oversight and direction, including full range of supervisory functions of section staff.• Develop and present training courses in emergency management partners of available training and educational opportunities.• Work across OEM section and partners in developing emergency management training programs that will optimize disaster preparedness.• Provide fiscal and administrative oversight for training-related contracts by assisting with contract development, including solicitation and administration of requests for proposals.• Provide technical assistance in developing and updating training policies and update training manuals using appropriate resources with assistance and review by supervisors.• Maintains web-based learning management system within an agency to record completion and analyze training needs.• Obtain program-specific, National Incident Management System (NIMS), and emergency management training to enhance existing skills. • Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices, and/or local deployments may be required. • Perform other duties as required. • Travel may be required, up to 25%. Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Training Specialist 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law. 52.7 Non-Competitive Promotion:If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year or more of permanent, contingent-permanent, or 55b/c as a Training Specialist 1 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above. Provisional Pending Examination:If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.
