Summary This National Guard position is for a TRAINING SPECIALIST, Position Description Number D2099000 and is part of the OH 200 Red Horse Sq Detachment 1, Ohio Air National Guard. The incumbent of this position is to administer the RED HORSE education and training career development programs, develops, and validate training standards, manage and evaluate USAF, MAJCOM, Unified and Specified operations and exercises. Responsibilities As a TRAINING SPECIALIST, GS-1702-9, you will perform the following duties: 1. Training (Individual/Unit): Administers the training and Career Development Program for both full time and DSG personnel. These programs include management training for supervisory personnel, on-the-job (OJT), upgrade, job knowledge, dual channel OJT, continued proficiency, professional development, and general military training. Determines training requirements by reviewing and correlating documentation from like ANG functions, operations, analysis, unit manning personnel documents, training reports and records to balance training needs against available training resources. Ensures that training programs will provide both the skill upgrade and technical knowledge necessary for safe efficient mission performance. Reviews all operational, mobility, contingency and exercise plans for their effect on RED HORSE readiness. 2. Develops local directives for the administration and control of the training programs. Advises the commander and staff as to the skill manning of personnel assigned to the organization and projected manning increases. Recommends areas of training, retraining, and required manning changes to maintain unit effectiveness. Identifies problem areas, determines causes, and recommends corrective actions in all training programs. Supervises, conducts, and monitors the training necessary to ensure understanding and proper use of training methods and techniques. 3. Coordinates training schedules with sections and activities outside of the organization to minimize disruption of the training programs. Coordinate and track the special capabilities training with Pilot Units to ensure special capabilities training are met. Coordinates and establishes quotas for schools and/or training days and dollars with the National Guard Bureau. Coordinate and schedules accomplishment of weapons qualification training for individual and crew served weapons for all assigned personnel. Coordinates and provides guidance for Air Force Training Record (AFTR)in accordance with established directives. 4. Monitors the progression of all personnel entered into upgrade training, and counsel's personnel as to their responsibilities, deficiencies, and problem areas. Plans and coordinates with Base Education and Training Manager regarding Basic Military Training, formal school requests, training that are assigned without the required AFSC. 5. Establishes a Test Control Facility to administer controlled tests for personnel enrolled in mandatory or voluntary career development courses. Monitors career development course completion and training progression of all trainees to ensure timely and knowledgeable completion of all course material. 6. Supervises and conducts inspections of all RED HORSE training activities to ensure that records are maintained in accordance with established directives. Prepares training activity and inspection reports. 7. Community College of the Air Force (CCAF) Representative. Monitors and maintains all information relative to CCAF participation and enrollment. Processes all enrollments, counsels and advises airman on courses to take relative to the program curriculum and career field. 8. Organizes unit training requirements. As the Training Specialist for RH, establishes training classes and programs with unit and related organizations. Monitors the unit Special Capabilities training status, with the areas of training to include, but are not limited to: Airfield Lighting, Asphalt Batch Plant, Bare Base, Barrier Installation, Concrete Batch Plant, Concrete Mobile, Asphalt paving, Automatic Building Machine, Material Testing, Quarry Operations, Revetment, Well Drilling, Special Purpose Vehicles, and Security Defense. 9. Develops and manages RED HORSE special capabilities and contingency training program for all technicians, AGRs and DSG personnel. Prepares the annual RED HORSE training plan, coordinating with all supervisors and affected organizations to ensure maximum training is accomplished. Originates directives for the administration and control of the training programs. Compiles status of RED HORSE readiness training and submits to logistics management specialist for the preparation of the Status of Resources and Training Systems (SORTS) readiness report for timely submission. 10. Plans and coordinates schedules for personnel who will attend special capability contingency schools and other training agencies. Assists supervisors in their training programs and arranges for adequate space and facilities to meet all of the training needs. 11. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. MILITARY REQUIREMENTS: Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Qualifications GENERAL EXPERIENCE: Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events. Education Additional Information ***If serving under an incentive contract, termination of that incentive(s) will occur effective one day prior to your AGR, Permanent Military Technician, or Indefinite Military Technician start date.
