TRAINING SPECIALIST

Summary You will serve as a Training Specialist in the Learning Standards Department of NAVAL CHAPLAINCY SCHOOL. Responsibilities You will determine training material modifications, as required. You will coordinate the scheduling of Formal Course Reviews (FCRs) with Course Supervisors and use the compiled results to evaluate course standardization and recommend changes. You will perform curriculum development functions and provide curriculum revision services. You will use qualitative and quantitative methods to conduct studies on training operating programs, analyze the findings, and make recommendations in reports. You will serve as the Student Registrar, creating, revising, and managing student databases including Corporate enterprise Training Activity Resource System (CeTARS) program. You will manage the NCS Personnel Security Program in accordance with SECNAVINST 5510.30c and higher echelon applicable instruction. Requirements Conditions of Employment Qualifications Individual Occupational Requirements (IORs): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing methods and techniques of instruction, learning theory, and the principles, methods, and practices of training programs to develop curriculum; 2) Using instructional programs, methods, and principles to develop plans or policies for measuring levels of achievement or reach objectives; 3) Conducting analysis, proposing alternatives, and making decisions to meet appropriate deadlines when creating lesson plans; and 4) Applying principles, methods, analysis, and evaluation skills to manage and implement new training strategies. GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and developing course material modifications for evaluation by higher level instructors; 2) Demonstrating skill with written and oral communication to present new ideas to individuals and leadership; 3) Utilizing instructional technologies and methodologies (such as interactive courseware or computer-based trainings) to assist in the design or development of instructional programs; and 4) Assisting with analysis, proposing alternatives, and participating in decision-making to meet appropriate deadlines when creating lesson plans. GS-11: A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. GS-09: A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
