TRAINING SPECIALIST (COMMAND AND CONTROL) (Title 32)
Summary This position is part of the 149th Fighter Wing located in San Antonio, TX. The primary purpose of this position is to plan, organize, develop, direct, implement, evaluate and manage all command and control training programs for all assigned controllers and aircrew personnel and to ensure all assigned personnel can attain and maintain certification. Texas is one of 9 states with NO state income tax. Responsibilities As a TRAINING SPECIALIST (COMMAND AND CONTROL) (Title 32) with the Texas Air National Guard, your duties will include, but will not be limited to: Plans, organizes, develops, directs, implements, evaluates and manages formal classroom training. Develops annual training plans for controllers and aircrews, which cover all aspects of command and control training. Develops different types of training to include initial, refresher, recurring, and remedial. Performs course maintenance and updates based on major command (MAJCOM) and higher headquarters (HHQ) requirements, student needs, course content, and mission emphasis. Coordinates with HHQ and MAJCOM as needed to ensure implementation and evaluation of required training is being accomplished. Reviews, evaluates and analyzes training through examination results, task evaluations, personnel performance, and consultation of subject matter with experts in the field to determine the quality and overall effectiveness of the training plan. Ensures identified testable materials are adequate to achieve learning and performance objectives. Responsible for the evaluation of personnel during all phases of training based on their performance, experience, background, education, learning skills, and retention. Based on these evaluations, develops specific courses of study to accomplish desired objective, and advises the superintendent and the wing commander on the status and skill level of assigned personnel, and recommends certification or decertification of said personnel. Ensures personnel can attain and maintain certification in the required areas and ensures trainees performance of command and control emergency actions procedures are accomplished, without error, during operational events. Ensures controllers can achieve and maintain 90% test results in Command and Control operations and Emergency Action Message (EAM) procedures. Schedules a variety of training for all assigned personnel to include equipment training, certification, formal, self-study and ancillary training. Reviews and evaluates training and support material for the wing command and control training program to include updating documents, maintaining individual training records, proper handling and controlling classified material to ensure accuracy and consistency to meet training objectives. Ensures adequate protection and procedures are in place to safeguard resources, to include the physical security of the command post, the Crisis Action Team and critical support systems. Develops procedures for emergencies and contingencies such as evacuation, bomb threat, etc. Serves as the COMSEC Responsible Officer (CRO) for the command post COMSEC user account. Periodically reviews, validates, and projects COMSEC requirements to ensure required materials are in place to support the evolving missions. Ensures personnel are properly trained in the use of the COMSEC materials and procedures. Ensures command post complies with operational, communications, transmission, and computer security requirements. If applicable, serves as the Top Secret Control Officer (TSCO) for the Wing's Top Secret Account and ensures Wing's compliance IAW governing directives. Serves as a key member of the CAT during operational events and briefs commander on all significant actions taken by the command post. Informs the commander on the status, progress, problem areas, shortfalls, and limitations in command and control and recommends solutions to ensure mission accomplishment and national objectives are achieved. Directs recall of wing personnel as required. Coordinates with other wing sections in the development of all reference guides, checklists, and displays utilized by the CAT. Provides administrative support to track and log CAT events. Performs all duties required of a certified Command and Control Specialist and/or Command Post Superintendent in the absence of the Superintendent, as well as, maintains certification in required areas.6. Is responsible for the management of the Wing Air Force Input Tool (AFIT) and Defense Readiness Reporting System (DRRS) programs. Reviews all available readiness data to ensure accuracy of unit reports. Prepares and presents formal readiness briefing to the Wing Commander and Staff, IG, MAJCOM, State Headquarters and NGB. Ensures all unit monitors are trained and briefed as necessary on all aspects of the readiness program, and maintains required documentation IAW HHQ directives. Performs other duties as assigned. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Incumbent is responsible for gathering, analyzing, compiling, developing, and adapting information pertinent to command-and-control functions. Development of mission tools such as initial training, remedial training, recurring training, scenarios, briefings, task evaluations, self-studies, formal studies, test, and plan will be used to train and certify individuals. Employees independently carry out studies or analyses in a subject-matter or functional specialty (e.g., educational/training media, tests and measurements, publications review, course development), which are typically short and self-contained or constitute portions of larger projects -OR- A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related -OR- A combination of the experience and education listed above.
