Summary The incumbent serves as a Training Specialist (Cybersecurity) at the CDSE in Linthicum, MD. The incumbent, utilizing their subject matter knowledge, reviews and assists in the interpretation of new & existing Cybersecurity policy, procedures, and regulations, develops cybersecurity training products for the DoD, and delivers cybersecurity instruction to DoD security professionals. The incumbent oversees training products developed and delivered to our targeted adult learner audiences. Responsibilities As a TRAINING SPECIALIST (CYBERSECURITY) you will be responsible for the following duties: - Training Specialist (Cybersecurity) at CDSE in Linthicum, MD. Duties as follows: - Develop training content and deliver in-person and virtual instruction to the DoD, cleared industry, and USG cybersecurity professionals. - Support current and emerging security certification programs. - Serve as a recognized cybersecurity SME and trainer for the protection of national security information and other assets and the performance of sensitive duties as set forth in the requirements of the DoD for cybersecurity. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Acting as a knowledge-based authority in the Cybersecurity field to include utilizing experimental theories, new developments, and recent interpretations of its important policies and program procedures. Managing cybersecurity program resources and implementation. Developing, implementing, and evaluating training programs. Applying principles of adult education and teaching methodologies to a cybersecurity training program. Specifically you will be evaluated on the following competencies: 1. Cybersecurity: Protect and defend information and information systems to ensure confidentiality, integrity, and availability (AKA Information Assurance) 2. Risk Management: Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences. 3. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues 4. Instructional Delivery and Learner Development: Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved. 5. Training and Education Analysis: Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps and develop gap mitigation strategies. Incumbent must successfully attain and maintain the Basic Level Certification for the CDSE's Instructor Certification Program within 24 months of hire date. - Incumbent must successfully attain and maintain Information Technology/Security certifications equivalent to Information Assurance Management (IAM) Level III and IAT Level II per DOD 8140 and defined by DOD 8570.01-M, dated December 19, 2005, incorporating Change 4, dated November 10, 2015, within six months of the appointment date. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
