Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN, Position Description Number D2702000 and is part of the Pennsylvania National Guard, National Guard. 1 or more Position(s) may be hired against this Announcement. Indefinite W/O Rollover NTE 5 YEARS Responsibilities As a TRAINING TECHNICIAN, GS-1702-09, you will verify member eligibility, course availability, and validates school orders, travel orders, PCS procedures, and pre-requisites are properly complied with in-accordance with National Guard Bureau (NGB) guidance. Manage formal schools training budget, to include all formal schools and Mission Essential Skills Training (MEST). Assist in all aspects of Education, Training and Distance Learning Programs. Provide education and training advisory services to commanders and staff on all education and training programs. Assist with the development of education and training instructional products. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 111th ATKW AOC 2: NG employees in the 111th Attack Wing (This includes 270 EIS, 201 RHS Det 1, PA ANG HQ Det 2) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED: E4- E7 Supervisor for this position is MSgt Haungs Manpower #0889836 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Applicant must have at least 24 months experiences in conducting or developing education and training programs. Experience conducting, supervising, or developing education or training programs. Basic understanding in the Army or Air Force education and training policy requirements. Experience in developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Experience in scheduling training events and facilities, supporting assistance visits and training meetings or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in effective communications; have some capabilities and experiences in presenting professional courses and briefings, and near proficient capabilities in writing reports and records. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.
