TRAINING TECHNICIAN
Summary IOWA ARMY NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION This position is restricted to current Military members of the Iowa Army National Guard. LOCATION: STC, Johnston, IA Responsibilities As a TRAINING TECHNICIAN, GS-0346-9 your duties are below. (1) Formulates, oversees and evaluates the overall training programs for the command. Develops yearly and longer training plans. Issues instructions and procedures to subordinate units for the conduct of training activities that meet the requirements of the Department of the Army, National Guard Bureau, major army headquarters and/or other higher headquarters. Establishes and conducts a training evaluation program for subordinate units. Creates or modifies the unit's mission essential task lists in accordance with critical wartime mission requirements. Reviews training evaluation and inspection reports to identify systemic problems and trends. Determines and formulates needed revisions or improvements to training activities. Reviews training plans and schedules of subordinate units for approval and revision as necessary. Provides guidance and assistance to unit commanders or other training personnel pertaining to scheduling and conducting training. Schedules and ensures the execution of special training courses on a variety of subjects. Prepares and submits annual budget requirements to higher headquarters based on yearly training guidance and training calendars. Sub-allocates funding to subordinate units for use in training activities. Monitors usage of man-days and funds designated for training. Prepares and provides guidance on training eligibility requirements. Maintains familiarity with training directives issued by all echelons of command to determine applications to local programs. (2) Prepares plans and reports pertaining to readiness and mobilization. Provides guidance and assistance to units in preparation of readiness reports. Receives and consolidates unit readiness feeder reports. Evaluate the organizational readiness report and prepare recommendations for improvements/modifications of the battalion training program. Prepares command level mobilization and contingency operation plans. Provides technical guidance and assistance to subordinate units in the development of mobilization, alert and assembly plans for use in responding to local/national emergencies and homeland security missions. Assists in the preparation for and executes command level inspections in the area of training and readiness. (3) Directs scheduling and coordination for the use of training sites and facilities. Ensures the arrangement for equipment and supplies needed for training activities. Procures or directs the procurement of training aids, manuals, or other instructional material. Maintains liaison with personnel at local, state or federally operated training sites. Identifies the requirement for the coordination and maintenance of usage agreements for local/private training areas. (4) Develops and implements Risk Management plans and programs for the command. Develops safety/accident prevention policies and supervises implementation. Conducts safety inspections and assistance visits to subordinate units. Conducts investigations of accidents and safety violations and recommends corrective actions. (5) Serves as security coordinator for the command. Provides guidance and assistance in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (COMSEC/COMPUSEC). May be designated as Custodian or Alternate Custodian of Classified Documents, COMSEC/COMPUSEC account Custodian/Alternate and/or Physical Security Manager as required by regulations and local situations. Functions as the primary advisor for anti-terrorism/force protection (AT/FP) measures and ensures all AT/FP requirements are accomplished. Ensures that procedures outlined in respective security regulations are complied with. (6) Identifies requirements and justifies requests for supplies and services such as ammunition, demolitions, rations, contract latrines, automation support, etc. Forecasts and approves ammunition requirements for subordinate units. Coordinates with maintenance and supply personnel to insure equipment and supplies are available and ready for training activities. (7) Plans, organizes and assigns work to employees engaged in training and readiness at the command level. Participates in the selection of subordinates from lists of eligibles. Establishes performance standards and evaluates employee performance. Prepares formal requests and recommendations for promotions, reassignments, etc. Recommends recognition for outstanding performance. Provides initial approval/disapproval of leave. Acts to resolve disciplinary problems, or forwards to higher level management for resolution. Formulates plans for equal treatment of all employees. (8) Performs other duties as assigned. D1180 Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment. Failure to complete prescribed courses may be cause for reassignment or termination of FTS. Military Rank Requirements: WARRANT OFFICERS AND ENLISTED (W-2 to E-5) Qualifications In describing your experience, please be clear and specific. MINIMUM REQUIREMENTS: Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0346-9: Must have experience in the following: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
